Collin Powell

Chega-nos a notícia da saída de Collin Powell da administração americana. Seria de esperar? A verdade é que o Departamento de Estado tem sofrido um ataque sem tréguas daqueles que fazem do Pentágono o local para os seus Jogos de Guerra. Newt Gingrich depois do seu violento discurso no A.E.I. ainda conseguiu publicar um artigo com o título de "The Rogue State Department". Jack Kemp, um Reaganista, sentiu-se obrigado a comentar:

“This accusation against the Powell State Department has the same ring to it as David Frum's accusation, published in National Review, against Bob Novak and other anti-war conservatives that "They have turned their backs on their country."
…
He really goes over the top when he lashes out at Powell for "throw(ing) away all the fruits of hard-won victory (in Iraq) by going to Syria." In Gingrich's words, "The concept of the American secretary of state going to Damascus to meet with a terrorist-supporting, secret-police-wielding dictator is ludicrous."

É o hiper-moralismo ideológico que está em risco de imperar nos dias de hoje, e que deseja acabar com a tradição Conservadora do Realismo para passarmos a uma cruzada moralista e universal, por aquilo a que Russel Kirk chamou de “ideology of Democratic Capitalism, or New World Order, or International Democratism”.

A táctica é conhecida. A segurança e a atracção pelo Império (temos o poder, porque não usá-lo para "fazer o bem”? A resposta pode ser encontrada no “Senhor dos Anéis”, escrito por um Conservador um pouco anarquista – tal como Edmund Burke, diga-se). Foi Hermann Goering que disse:

"But after all it is the leaders of the country who determine the policy, and it is always a simple matter to drag the people along, whether it is a democracy, or a fascist dictatorship, or a parliament, or a communist dictatorship ..Voice or no voice, the people can always be brought to the bidding of the leaders. That is easy. All you have to do is to tell them they are being attacked, and denounce the pacifists for lack of patriotism and exposing the country to danger."

Voltando a Collin Powell, Patrick J. Buchanan escreveu em Maio:

“The presence of Powell, a realist in the War Cabinet, is today the best guarantee the president will not launch the kind of utopian crusade that brought down all the other Great Powers.”

E porquê o Realismo?

“What was the secret of the success of Eisenhower and Reagan? Both were conservatives. Both were prudent and patient. Both knew time was on America’s side.

Both understood the truth of what A.J.P. Taylor wrote: “This is an odd inescapable dilemma. Though the object of being a Great Power is to be able to fight a great war, the only way of remaining a Great Power is not to fight one, or to fight it on a limited scale.”

“Looking at the deaths of all the empires that entered the 20th century—the German, Austro-Hungarian, Ottoman, French, British, Japanese, Russian—all perished because they fought one war too many. Imperial overstretch killed them all. The United States is the lone superpower left because we were the last to enter the world wars, and, so, suffered least.”

Então, e agora, o que podemos esperar da saída anunciada? O que fica? Bem, fica George W. Bush, um homem honesto, simples, determinado, e esperançosamente, capaz de reavaliar a cada momento o caminho seguido e as alternativas futuras.

O problema é se assistirmos àquilo que Stefan Zweif comentou sobre a Grande Guerra no prefácio do seu livro sobre essa sinistra personalidade da Revolução Francesa e do Império de Napoleão – “José Fouché”. Passo a citar:

“…na vida prática e real, na esfera do poder governamental, a acção decisiva pertence raramente (e é preciso sublinhá-lo para nos acautelarmos contra todas as credulidades) às pessoas superiores, aos homens de ideias puras, mas sim a uma categoria de seres de muito menos valor: os que trabalham nos bastidores.

Em 1914 e em 1918 vimos como as decisões da guerra e da paz forma tomadas, não sempre pela razão e pela responsabilidade, mas por indivíduos ocultos na sombra, do carácter mais duvidoso e da mais limitada inteligência.”

A história repete-se?
