Re: Protestantes e Católicos

Os escolásticos que mostraram uma "abertura crescente ao juro" eram, de facto, do séc. XVI (tardio), não do séc. XV, e, portanto dificilmente anteriores ou sequer contemporâneos do início da Reforma (era o caso de Luis de Molina) - mas há que dizer que essa parte muito pequena da Escolástica não fez escola no catolicismo e manteve-se praticamente desconhecida durante séculos, pelo que os méritos da Igreja Católica no assunto são, no mínimo, altamente duvidosos... (Já numa troca de impressões mantida há um ano sobre este assunto, eu defendi o meu ponto de vista de que o que ajudou estes poucos escolásticos sobre os problemas do juro e do valor, tal como depois Menger, foi a lógica aristotélica e não qualquer ligação ao catolicismo) Depois, bem ou mal - e sem termos de aderir ao esquematismo da tese weberiana -, o facto é que foi em países de predominância protestante que o mercado financeiro floresceu nos sécs. XVII e XVIII (Países Baixos e Grã-Bretanha), o que parece querer dizer que o protestantismo, podendo não ter sido a causa, também não foi uma barreira...! Finalmente, gostei do reconhecimento que AAA fez de que as encíclicas podem errar: mas a doutrina católica, que proclama a infalibilidade do Papa, dificilmente está de acordo com essa constatação tão "protestante"! Lutero não é importante para os protestantes como profeta (que não foi) ou anunciador da "nova interpretação verdadeira" da Bíblia: ele é importante por ter negado que alguém, sob Deus, possa reclamar uma tal autoridade de magistério. E é por isso que AAA, ao concluir o que concluiu, é muito mais "luterano" do que imagina...

Re: Ainda a Iª Guerra Mundial

A questão está mal colocada. A Grande Guerra no seu todo foi a responsável, não os pormenores, ainda que importantes, da forma como terminou. Sobre isso falei aqui e aqui.

O comunismo e o nazismo saíram precisamente da política de alianças, responsável que um pequeno conflito localizado (em causa estava o terrorismo da Sérvia) fosse desaguar num conflito planetário que acabou com a velha Europa, claro que hoje em dia, tudo o que é Neo é que está a dar, portanto, alguns acharão que os milhões de mortes totalmente inúteis da Grande Guerra foram necessários para uma Novo mundo despontasse (é a chamada teoria NeoCons sobre a "Creactive Destruction").

Mas o resultado foi mesmo o comunismo, nazismo e a social-democracia. E estas despontaram na medida em que as monarquias desabaram. A Guerra faz estas coisas. Destrói não só o património e vidas, mas também as invisíveis linhas civilizacionais que são tecidas pelas tradições e costumes.

Quanto ao iliberalismo da época: Porventura saberão quanto era a carga fiscal na época? Sabem qual era o tamanho do sector público? Sabem que a moeda ainda era moeda? A Alemanha continha vários Principados (era uma Federação - esse sistema mítico dos Hayekianos que tudo resolve) e a Áustria uma monarquia Dual.

Na Rússia, Lenine apareceu precisamente a prometer a paz e um mundo novo - e essa mensagem só passou porque as populações assistiram à destruição daquilo que lhes era familiar, ficando receptivas à Utopia.

Culpar o Czar, a Prússia, as monarquias, de tudo e mais alguma coisa, não será um discurso um pouco Jacobino e esquerdista?

Financiamento Partidário

Um chamada de atenção preciosa, no Valete Frates!, no que respeita ao financiamento público dos partidos.

Que ideia é esta de tornar os partidos "estanques" à influencia da sociedade civil, obrigando esta a financiar colectivamente (leia-se, compulsoriamente [leia-se coercivamente]) a sua actividade?

Mas a ideia é boa. Vamos estendê-la ao resto das actividades. Para tornar o exercício da advogacia realmente independente, passam os advogados a exercer a sua actividade sendo integralmente financiada por dinheiros públicos (leia-se compulsoriamente [leia-se coercivamente]). Depois podemos estender à educação (opps, essa já está), medicina (opps, também), obras públicas (check), teatro (check), jardins de infância (check), etc, etc.

Realmente, pensando bem no assunto, porque haviam logo de ser os partidos a ter que fazer pela vida para financiarem a sua actividade, que se resume essencialmente a providenciar o financiamento público (leia-se compulsoriamente [leia-se coercivamente]) a toda e qualquer actividade?

Taki (um antiwar "unpatriotic conservative") responde a David Frum

A couple of weeks ago, I flew to San Francisco and taped “Uncommon Knowledge,” a public television show on politics. The host of the program, Peter Robinson, an ex-speechwriter for Ronald Reagan and an old friend, let slip that someone had suggested he ask me how my family was rich in 1940 and continued to be rich in 1945. The implication was obvious: my father must have collaborated with the Germans. Robinson was outraged. “Taki was four-years-old back then.” He was twice as outraged when I told him the truth. From the main English newspaper of Greece upon my father’s death in 1989: “John Theodoracopulos was a member of the Greek Resistance and was awarded with the Order of the Phoenix and Golden Cross Resistance medals and published the then illegal newspaper Greek Blood.” He did better than that. He won the highest medal for gallantry in action during the 1940 Albanian campaign, blew up the Gestapo headquarters in Athens, and shut down his factories for the duration despite German demands to keep production going. By 1945, he was ruined, but in appreciation for his wartime activities was given a second chance by the Truman administration when he was allowed to purchase a Liberty ship. (These ships were sold at rock-bottom prices by Uncle Sam to those who had lost ships during the war. My father was the only non-ship-owner permitted to buy).

Who started this whispering? I am not at liberty to say—he did, after all, whisper it à la Iago—but if any of you have read my recent columns, you will guess it rather easily. Such are the joys of modern neoconservatism.

Lobo Xavier contra a "cabala"

A dra. Paula Borges Santos, que nas horas vagas acede a namorar comigo, chamou-me atenção para o artigo de Lobo Xavier no "Público" de hoje sobre Ferro Rodrigues e a teoria da "cabala"; diz o articulista a determinada altura: "A teoria da cabala não é só inadmissível, assim, por se afigurar delirante, ou por causa da especial responsabilidade em que os seus autores estão investidos. Ao descredibilizar levianamente uma investigação e a actuação dos magistrados, ela representa a pior forma de fazer a política entrar num processo em que a única certeza de que dispomos consiste na horrível brutalidade a que foram sujeitas as vítimas". Ámen!

Trotsky e Russel Kirk

Não sei como ainda não li esta na National Review ou na Weekly Standard, com tantos editorialistas a fazer jus do seu ex-marxismo trotskista internacionalista e anti-estalinista. Por exemplo, aqui temos Stephen Schwartz, na NRO (será uma revista de direita? É que não parece...):

Mas já antecipando os tempos de hoje, podiamos ler no "THE POLITICS OF PRUDENCE"-"The Error of Ideology" do Conservador Russel Kirk:

“Ideology is inverted religion, denying the Christian doctrine of salvation through grace in death, and substituting collective salvation here on earth through violent revolution”

“I suggested that some Americans, Conservative-inclined ones among them, might embrace an ideology of Democratic Capitalism, or New World Order, or International Democratism

“I am not of the opinion that it would be well to pour the heady wine of a new ideology down the throats of the American young…what we need to impar tis political prudence, not political belligerance. Ideology is the disease, not he cure. All ideologies, uncluding the ideology of vox populi vox dei, are hostile to enduring order and justice and freedom. For ideology is the politics of passionate unreason.”

Foi Russel Kirk, biógrafo de Edmund Burke, que escreveu, a seguir à queda do muro, que a hegemonia soviética não devia ser substituída pela hegemonia americana. Mas hoje temos a força militar nas mãos de ideólogos - a corte do Estado moderno.

A Primeira Guerra Mundial

Bom, é verdade. Confesso. Como “conservative-libertarian”, acho o mundo pré Grande Guerra muito mais civilizado e liberal que o actual. O grande Estado centralista, socialista e progressista foi construído precisamente nas cinzas desta catástrofe. As monarquias europeias eram muito mais descentralizadas do que a nossa realidade actual e foi um desastre o seu desaparecimento. Enquanto subsistiram, formavam um elemento de resistência (um anti-corpo social) ao comunismo e socialismo.

Falando de Hayek, é melhor recordar os presentes que este serviu no exército do Império Austro-Húngaro e, portanto, combateu os “aliados”. E quanto aos “aliados”, foram “aliados” de quem? A Rússia achou por bem proteger a Sérvia das alegações de terrorismo por parte dos Austríacos. A Alemanha, aliada da Áustria (se bem que uma dezena de anos antes, a Áustria tinha estado em guerra com a Prússia), declarou Guerra à Rússia e a França começou a mobilizar.

Assim, a Grande Guerra foi um conflito entre Impérios Europeus e teriam sido evitado os grandes males que provocou, precisamente se cada um se tivesse metido na sua vida (esta mania das alianças...), principalmente Woodrow Wilson, que era marcadamente anti-monárquico e Democrata (esquerda americana).

Quanto à monarquia da Prússia que tinha sido derrotada por Napoleão (contínuo com a minha, de que os intelectuais NeoCons têm uma admiração secreta por este grande lutador contra a Velha Ordem na Europa e no Médio Oriente) e o Czar: uma coisa é procurar explicações distantes no tempo, outra coisa é não reconhecer as causa mais directas: a Áustria, por causa da sua “guerra preventiva”, perdeu 75% do território tendo sido criados Estados artificiais em abundância (tendo nós podido assistir ao fim do “nation-building” Wilsoniano na Jugoslávia e Checo-Eslováquia). A Alemanha esteve 8 meses sob bloqueio económico e alimentar, (sempre o método preferido das democracias liberais anglo-saxónicas) já depois do armistício, sendo forçada a assinar aquilo que o Congresso Americano recusou 2 vezes ao seu Presidente: o tratado de Versailles e a Liga das Nações.

A monarquia Russa podia ter os seus problemas, mas devemos nós celebrar a sua queda e o assassínio da família real? Talvez, tendo sido evitada a “aliança” da Rússia com a Sérvia, ou, em sequência, tivessem todas as outras “alianças” sido evitadas, poderia a monarquia ter sobrevivido, fazendo do comunismo apenas uma escaramuça momentânea.

Quanto à Alemanha e Japão: ambos eram países bastantes avançados e civilizados. Por exemplo, o Japão era aliado da Inglaterra; afinal, ambos eram Impérios com interesses na China. A Alemanha era constituída por vários Principados, Feudos e Cidades-Estado.

Não estou a ver como um Liberal Hayekiano pode acreditar que sendo o Estado incompetente para gerir a escola pública local poderá ser competente para reconstruir socialmente nações com séculos de história depois de as destruir totalmente.

Lutero, papas e liberalismo económico

Acho comovente que se cite Lutero a partir de "O Capital", mas espero que sem a intenção de sugerir aquele tipo de "genealogias do erro" tão típicas de certa apologética católica...! De qualquer forma, não valeria a pena o esforço: Lutero apenas se pronunciou contra a usura (mostrando aliás ter apreendido bem uma das ideias dominantes entre a cultura monástica católica em que se formara) e não contra o "liberalismo" - coisa que dos bispos de Roma a que eu me referia não se pode dizer. É que quando Lutero escreveu, no princípio do século XVI, sobre assuntos "profanos" como a usura, a ciência económica estava longe sequer da definição quanto mais da elaboração que já tinha quando os papas dos séculos XIX e XX começaram a redigir as encíclicas que deram corpo à chamada Doutrina Social da Igreja (Católica). Ou seja, onde Lutero reagira por "instinto", os papas reagiram elaborada e deliberadamente contra um corpo já definido de ideias. Pelo que não percebo a provocação de AAA, respondendo à minha provocação sobre a DSI com referências a Lutero e à usura - quando muito, poderia AAA citar o "social gospel" que atravessou boa parte das denominações protestantes no século XX (sobretudo as mais "instaladas"), mas eu gostaria de ver, do lado católico, críticas tão consistentes às falácias do socialismo cristão (do ponto de vista evangélico) como aquela que se encontra nos escritos do Rev. Edmund A. Opitz (veja-se o seu livro "The Libertarian Theology of Freedom") - ou à presença do Estado na educação como visceralmente incompatível com a liberdade de consciência dos cristãos, que se lê nos textos do Rev. J. Gresham Machen.

Against Liberal Intervention

"To the extent that the Bush-Blair doctrine of pre-emptive war encompasses human rights and the “right” to overthrow tyrants, this one was very much a “left-wing” war.

Of course, I don’t buy George Bush’s human rights rationale for Gulf War II any more than I bought his father’s epiphany in 1990 that Saddam Hussein was the new Hitler. Too many murderous American clients, including Saddam, have gone in and out of favor since 1898 (the year we “liberated” Cuba from Spain) for me to take seriously the altruistic prattle emanating from this White House.

But a surprising number of liberals did take Bush at his word (as they had his father) whenever he turned misty-eyed about Baathist atrocities (real and fabricated), as well as the urgent need for “liberating” the Iraqi people. Behind their dovish compassion lay a ferocious streak of Wilsonian [Woodrow Wilson, ídolo dos NeoConservadores, foi o presidente que quis fazer a "Guerra para acabar com todas as Guerras" e fazer o "Mundo mais seguro para as democracias" - resultado: o fim das monarquias, o comunismo e nazismo e a Segunda Grande Guerra e ainda a vitória de Estaline sobre metade da Europa e do mundo...isto porque a Áustria resolveu combater o "Estado terrorista" da Sérvia..."unintended consequences"] hawkishness that had first presented itself during the Bosnia crisis in the early ’90s.

It was then that human rights hawks adopted the principle of “liberal intervention” laid down in the ’80s by two Paris-based intellectuals, the international law professor Mario Bettati and the physician-activist Bernard Kouchner. Eventually, as Ian Buruma recently wrote in the New York Review of Books, the rhetorical grandstanding by Kouchner—“the day will come ... when we are able to say ... ‘Mr. Dictator, we are going to stop you preventively from oppressing, torturing and exterminating your ethnic minorities’”—took hold and nice liberals started sounding like nasty, pre-emptive militarists."

Comentário: Blair já afirmou publicamente que é favor da intervenção militar para acabar com todos os maus regimes. Como Conservador, assisto descrente à construção da nova ordem mundial e o fim do Estado Nação. O que diria Burke? Bem, não sei. Sei que se tivesse sido NeoConservador diria que Thomas Jefferson e George Wasghinton eram 2 terroristas separatistas e que Napoleão assumiu unilateralmente o ónus de deitar abaixo, pela força militar, as barreiras da "velha ordem" Europeia e Médio Oriente, na prossecução de um "Império benevolente" mais esclarecido.

Provocação a JCN

Artiguinho confuso, esse... (porque as contradições, verdadeiras, são insinuadas, mas não explicadas, o que para o leitor comum deve resultar um pouco estranho). Mas o Prof., já que está interessado em explorar textos importantes e com contradições entre a liberdade individual e de consciência e as exigências da "justiça social" e do planeamento, tem ampla matéria de análise... nas encíclicas papais!

Lula e o mercado livre

De facto, por vezes aqueles de quem pouco ou nada esperávamos, acabam por vir ao nosso encontro e alinhar connosco, pelo menos nalgumas medidas de política. Vide esta notícia retirada do Jornal Digital:

"Brasil reforça no Canadá posição contra subsídios agrícolas

Brasília - O ministro da Agricultura do Brasil, Roberto Rodrigues, participa esta segunda e terça-feira, em Montreal, Canadá, na reunião ministerial da Organização Mundial do Comércio (OMC), onde irá reforçar a posição do país contra os subsídios agrícolas. Durante o encontro, os ministros dos países-membros da OMC discutirão propostas para abertura plena do comércio agrícola internacional.

No encontro, que serve de preparação para a Conferência de Ministros da OMC que terá lugar de 10 a 14 de Setembro em Cancún, no México, Roberto Rodrigues vai reiterar a posição do Brasil em defesa da redução dos subsídios à produção e às exportações agro-pecuárias concedidos pelos países ricos, avançou a Agência Brasil.

O país vai ainda posicionar-se a favor da eliminação das barreiras tarifárias e não-tarifárias que dificultam o acesso dos países agrícolas em desenvolvimento ao mercado internacional. O ministro da Agricultura terá também um encontro com o seu homólogo canadiano, Lyle Vanclief.

Isolacionismo

o LAS falou erradamente de "isolacionismo pacifista" num blog anterior. Ninguém é pacifista no isolacionismo. Nem no lado conservador, nem no lado "libertarian" (muito menos os “conservative-libertarians” como eu). Nem sequer os países isolacionistas como a Suiça o são, muito pelo contrário. Todos defendem o direito natural à posse de armas e à legítima defesa. A enorme eficácia da defesa da soberania Suiça está na sua organização sob a forma de (proto) milícias armadas.

O que todos têm comum é a saudável relutância em por em risco as vidas e bens dos seus cidadãos e os interesses estratégicos de defesa da sua Nação, nos conflitos, intrigas e problemas dos outros, e em especial na desconfiança quanto à doutrina que entra em ruptura com princípios éticos de relacionamento entre Estados soberanos: o "preemptive strike" e aindução exterior de revoluções.

As revoluções são para ser feitas pelas próprias populações, devem ser estas a decidir quando fazer, como fazer e o que fazer aos seus próprios tiranos. Senão, teremos a anarquia (no sentido comum do termo - sem princípios ou regras) instalada nas relações internacionais e abundantes e não imediatas (com frequência até distantes no tempo) “unintended consequences”.

Nota: nunca esperei ver tanta direita falar tão abundantemente de revolução, libertação com tanto hiper-moralismo democrático e vontade de levar a transformação social ao mundo. "We live and learn".

Porque razão não deverá Israel assegurar a sua defesa pela forma mais eficaz? Porventura será preferível perpetuar o ciclo de violência por causa de sonhos de ingénuos ideais de imigração "livre" e "livre" circulação?

"Good fences and free trade" é o melhor "road map" que palestinianos e israelitas poderão implementar.

Reaposta a LAS sobre FR

Só tenho um singelo comentário a fazer relativamente ao desafio do nosso LAS: a dita figura faz-me pena ! É o único comentário que tenho a fazer: o homem não foi mesmo dotado para isto. Faz-me lembrar o seu antecessor, e a respectiva caricatura do contra-informação, lembram-se? Só sabia dizer "eu não vim preparado para isto", "eu não vim preparado para isto" !
Entre um e o outro, se calhar o PS ainda estava mais bem servido (ou menos mal, para ser mais rigoroso) com o anterior. Quem diria que eu alguma vez viesse a dizer uma coisa destas?...

Já agora, um pouco mais a sério, e sobre todo este debate que tem animado os blogues no dia de hoje, recomendo o subscrevo o comentário do Liberdade de Expressão. O caso dos "palermas" é o que melhor caracteriza aquela hilariante figura da nossa vida política.

Sobre F.R.

Peço aos ilustres causídicos que façam comigo um exercício de memória conducente a uma eventual constatação: lembram-se, nos vinte e tantos anos que leva esta 3.ª República, de uma personalidade política de "primeira linha" tão ou mais paranóica que Ferro Rodrigues no exercício das suas funções? A minha resposta: não (creio que é o mais baixo que já se viu neste regime). Respondido isto, só se pode constatar das duas uma: ou o homem tem problemas de personalidade ou se sente bem "entalado" (nenhuma das hipóteses é muito animadora).

Direito de Secessão e Liberalismo Clássico

A ETA mata pessoas inocentes e deve ser combatida e perseguida. Dito isto, agora temos um proposta do Governo Basco para a independência. Noticiado no Público:

"O documento, para além de admitir a separação de Espanha, considera a possibilidade de incorporar a Comunidade de Navarra e pugna por acordos entre Euskadi e o País Basco francês. É a vigência do mítico conceito de territorialidade da grande nação basca, que além dos territórios divididos entre Espanha e França alberga Navarra.

O inequívoco sentido nacionalista está também presente nas competências reivindicadas para o novo Estatuto, de trâmite a caminho da independência."

Como pode isto ser resolvido? Com muita, muita dificuldade. Uma vez que o Estado representa o monopólio legal do uso da força (por isso é que a violência exercida pelo Estado tem sempre os mais elevados motivos ainda que financiada por meios coercivos e por mais mortes em massa que resultem e a violência da autoria de "civis" é sempre pelos piores motivos ainda que totalmente voluntária e por menor incidência que tenha) como resolvemos a disputa de duas agências concorrentes pelo mesmo espaço territorial? Com muita, muita dificuldade.

Mas temos o exemplo do Principado de Lichtenstein que concede constitucionalmente o direito de Secessão a qualquer comunidade ou até bairro que queira fazer-se autónomo.

Temos também o que disse o campeão da luta contra o Socialismo em “Liberalism”, Ludwig von Mises, no capítulo “Liberal Foreign Policy - The Right of Self-Determination”.

“The right of self-determination in regard to the question of membership in a state thus means: whenever the inhabitants of a particular territory, whether it be a single village, a whole district, or a series of adjacent districts, make it known, by a freely conducted plebiscite, that they no longer wish to remain united to the state to which they belong at the time, but wish either to form an independent state or to attach themselves to some other state, their wishes are to be respected and complied with. This is the only feasible and effective way of preventing revolutions and civil and international wars.”

Mises tem até o cuidado de vincar que não está a falar do direito de uma unidade política – o seu governo – mas dos habitantes em concreto.

Existe um problema muito sério quando uma nacionalidade incorporada, tendo estado sujeita a uma política de "imigração livre" ou até de imigração forçada, como na União Soviética, perca a homogeneidade cultural e étnica que permita chegar a um consenso alargado com facilidade.

Em todo o caso, perante vontades conflituantes, a única solução pacífica será porventura operar ao Direito de Secessão em zonas contíguas onde se verifique um consenso alargado, deixando o tempo operar mudanças adicionais. O Direito de Secessão é o calcanhar de aquiles dos estados modernos e a última mas mais forte forma de pressão das comunidades sobre o hiper-centralismo dos Estados, empenhados hoje na formação de Supra-Estados.

Ainda sobre os Federalist Papers em edição portuguesa

Pois é, os meus amigos anti-federalistas adiantaram-se aqui ao vosso fellow "federalista jeffersoniano" falando na publicação de tão importante obra em Portugal. Culpa minha...
Esqueci-me de dizer que estive presente na solenidade de lançamento, que ocorreu no Salão Nobre da Reitoria da Universidade Clássica de Lisboa, com muitos convidados, entre os quais o Prof. Adriano Moreira, que fez a apresentação da obra.
E de facto acabei por dizer ao Prof. Viriato S. Marques que em seguida havia que traduzir os "Anti-Federalist Papers". Ele riu-se...
A tradução é excelente, a encadernação é muito boa e atractiva (capa dura).
Já mora, desde o dia do lançamento, na minha biblioteca pessoal ao lado das suas congéneres norte-americana e espanhola.
Madison é a minha referência nos "Federalist Papers" - na esteira do "meu mestre" Thomas Jefferson... -, e a ovelha negra, é sobretudo, Hamilton (apesar de em algumas coisas não poder discordar dele, mas em pontos centrais é até, de certo modo, arrepiante (por ex. o seu centralismo).
A obra é díspar na qualidade/importância/ acerto dos textos apresentados pelos três autores, não deixando de tratar-se, como é sabido, de uma colectânea de escritos.
Para mim a correspondência entre Jefferson e Madison e também, a contenda ideológica entre o primeiro e Hamilton, a propósito dos "Federalist Papers", é de uma riqueza incrível, e muito mais interessante que aquela obra.
Todavia, "O Federalista" (nome em português) é muitíssimo importante e saúda-se com efusividade.
Parabéns ao Prof. Viriato Soromenho Marques pela tarefa, aliás, na esteira de "A Revolução Federal", seu anterior livro, e à Colibri.

Comentário: O Federalismo tem uma alternativa melhor. Criar um sistema de educação federal e impostos federais. Com isso ficamos mais livres. Já só não vamos poder emigrar da "Federação Europeia". São tão atenciosos com a nossa liberdade.

Good old uncle Eddy again

Não li (ainda) o artigo de João Pereira Coutinho na "Nova Cidadania" sobre Burke, mas desde há muito tempo que discordo da sua catalogação como conservador (não é a primeira vez que falamos sobre isto); mas não sei sequer se o artigo defende essa tese... O termo não existia no tempo de Burke e, no cenário partidário da época, ele era uma das principais figuras dos Whigs (não dos Tories), defendendo com unhas e dentes nas "Reflexões sobre a Revolução em França" (1790) que as suas ideias eram as que esse partido sempre defendera e que eram "whigs" como C. J. Fox que, ao quererem transplantar para a Grã-Bretanha a então recente experiência francesa de ruptura constitucional, estavam a abandonar os princípios do partido (ver também "An Appeal from the New to the Old Whigs"). É evidente para mim que Burke estava coberto de razão. Dito isto, chamar-lhe "conservador" depende da perspectiva de onde partimos e eu julgo que o problema é Burke ter sido habitualmente lido do lado dos radicais e catalogado dessa forma (p.e. também não concordaria que Hayek fosse assim catalogado), para além de ter sido posteriormente apropriado pelo Partido Conservador britânico (o qual, no entanto, se visto do continente, se assemelha mais a um partido liberal...). Como já disse noutra ocasião, há uns meses, não concordo com o CN que alguém como Burke possa ser reclamado para o isolacionismo pacifista e volto a recomendar, para o esclarecimento de dúvidas que subsistam, a leitura das suas "Letters on a Regicide Peace".
O CN lá volta a falar dos neoconservadores num tom crítico (Aquilo é que é uma mania que ele tem!...)

Mas o que motiva o seu post (aqui) é Edmund Burke, e o facto de um artigo sobre Burke ter sido publicado na revista Nova Cidadania. Em primeiro lugar é preciso notar que o facto de esse artigo estar lá não indica que a revista esteja ou queira associar Burke ao neoconservadorismo ou aos neoconservadores. O tema principal da edição é esse (o neoconservadores), mas isso não significa que todos os artigos sejam sobre esse tema, como aliás o prova o facto de se incluirem outros aritigos sobre temas variados, comentários a livros, etc.

Mas eu li o artigo sobre Burke (do JPC) e achei bastante interessante. E quanto a essa eventual associação, que o CN tanto repudia, eu tenho opinião diversa.
É certo que Burke era um conservador (o Pai do conservadorismo moderno, para muitos), mas isso não implica que não fosse um combatente pelos seus ideais, e pelos valores que defendia.
Como se sabe, Burke lutou com grande empenhamento por várias causas - pela destituição do Governador da Índia e em defesa dos direitos dos indianos, em defesa dos direitos dos católicos na Irlanda, pelo aumento dos poderes do Parlamento britânico contra as intenções autoritárias do Rei, contra a Revolução Francesa, entre outros combates. Num deles, o da Revolução Francesa, ele foi tão intenso na sua luta, que isso lhe custou o lugar de deputado, e levou mesmo a que durante muito tempo, os seus pares o tivessem considerado louco. Mas, mesmo assim, nunca desistiu de lutar por aquilo que ele achava certo, pelos valores em acreditava.
Em suma, era um conservador mas um lutador. (Não poderemos dizer algo de semelhante dos actuais neoconservadores?)

Não quero com isto dizer que se Burke vivesse hoje teria as mesmas ideias que os neoconservadores. Mas também me parece que as ideias simplistas que o CN nos apresenta sobre a matéria são um bastante tendencisosas.

É o ouro, senhores...

O ouro está novamente "rijo": numa altura em que, depois de umas semanas de dança entre o US dólar e o euro (mas em que parece já evidente que o euro não vai continuar a valorizar-se em relação à notinha verde), a onça de ouro está a aguentar firme nos $US 350 e a parecer assentar arraiais nos 310 euros. Quanto à cotação em $US, é o valor em que estava antes da iminência da intervenção militar no Iraque, o que pode querer dizer que esse valor não estava assim tão inflacionado pelo receio da guerra como se julgava. Ao mesmo tempo que lemos a notícia de que:

E quando já tinhamos lido em Abril que:

Começam a chegar-nos as reacções ao filme "The Passion", do Católico tradicionalista Mel Gibson, sobre as últimas horas de Jesus Cristo e falado em aramaico. Joseph Farah comenta no WorldNetDaily:

"I saw a movie this week that moved me, changed me, inspired me and deepened my faith.

I was blessed to be part of a small group of people invited to a screening in Washington of Mel Gibson's "The Passion."

"Federalist Papers" em Português!

Não sei se os ilustres causídicos sabem que o Prof. Viriato Soromenho-Marques editou recentemente, com a chancela da Colibri, os "Federalist Papers" (O FEDERALISTA) em Português (europeu). É edição integral e com aparato crítico. Tenho um exemplar prometido pelo Prof. (vantagens de contactos profissionais: haja algumas!). Também deveria merecer alguma atenção o seu "A Revolução Federalista" (Colibri), que se debruça sobre os debates políticos que conduziram à Constituição Federal de 1787; apesar de diferenças de perspectiva de análise (sobretudo para anti-federalistas como eu, CN e AAA), não deixa de ser interessante observar que, nalgumas partes do nosso meio académico, a história política anglo-saxónica esteja a suplantar a doentia e estéril curiosidade pela experiência política francesa... Eu, de qualquer modo (e sem desprimor para Hume, Burke e os Founding Fathers), continuo a pensar que, depois de Aristóteles, é nos grandes escritos políticos do século XVII inglês que estão a nossa "Lei e os Profetas" (para adaptar a descrição de Burke pelo Acton da primeira fase).

Estados terroristas e a teoria das alianças

Noticiava-se então no NYT:23 Julho de 1914, o Ultimatum da Austria-Hungria à Sérvia:

"It demands the punishment of all accomplices in the murder of the archduke Francis Ferdinand and the fomented rebellion in Bosnia. The Servian Government must publish on Sunday an official disavowel of its connection with the anti-Austrian propaganda. It is understood here that Belgrade will refuse to comply with the demands for the suppression of the societies. Grave importance is attached to the fact that Baron Hoetzendorf, Chief of the Austrian army would invade Servia. Seven corps have been ordered to be held in readiness and several monitors have proceeded to Semlin. Comentário: É esta a teoria das alianças. Um pequeno conflito transforma-se numa carnificina planetária, ainda por cima porque a Austria quis combater um "Estado Terrorista".

Conclusão: "Mind your own business". Mas pelo menos, naqueles bons velhos tempos, existiam Declarações de Guerra.

A mão invisível no Iraque

No meio da anarquia, mas onde a propriedade é reconhecida, encontramos o desenvolvimento:

Edmund Burke e NeoCons

O que faz João Pereira Coutinho escrever sobre Edmund Burke numa edição da Nova Cidadania sobre NeoConservadores?

Burke era Conservador e falou contra os ventos de transformação do mundo vindos da Revolução Francesa e o Jacobinismo.

Os NeoConservadores são sociais-democratas que se dizem Conservadores, muitos vindos da extrema-esquerda (Irving Kristol, James Burhman e muitos, muitos outros), proclamam a transformação do mundo, aplicando uma estratégia de fusão entre a esquerda e a (nova) direita Revolucionária, Militarista e Jacobina (o espírito de Napoleão vive!) para impor uma visão internacionalista do "fim da história” por meios violentos. "Destruição criativa", Revolução permanente", "Império benevolente" são alguns dos motes lançados pelos seus mais brilhantes intelectuais.

Quando menos se espera, o maior ataque ao Estado Nação vem duma nova espécie política: a do centrismo radical que se inspira à esquerda (a revolução e o internacionalismo) e à direita (a segurança e o militarismo). Afinal Blair já declarou que é favor do uso da força militar para acabar com todos os “maus” regimes. Não só ganhamos os ataques preventivos como os ataques ideológicos apimentados com o hiper-moralismo democrático. Não chega a defesa, é preciso atacar, operar a mudança. O pensamento e a prudência Conservadora foram simplesmente tomados de assalto.

Até enviaram como seu emissário o ex-leftie NeoCon Michael Novak ao Vaticano para tentar que o Papa repudiasse a doutrina da Guerra Justa a favor do ataque preventivo (preventivo de coisa nenhuma, estamos nós a descobrir agora).

Falta saber quem são os maus regimes e quem o vai decidir. Serão as autocracias do médio oriente? O Irão? Os paraísos fiscais? Seria Pinochet, Palhevi no Irão, o antigo regime na Indonésia e Filipinas, seria Portugal antes do 25 de Abril? Será o Vaticano, que é um Estado não democrático? O Liechenstein que decidiu conceder ao seu Príncipe poderes (horror e consternação!) absolutos?

Será preferível esperar que as próprias elites e populações cuidem do seu regime e assumam uma responsabilidade que só aos próprios diz respeito, operem uma mudança serena ou, pelo menos, a possível, das suas idiossincracias, ou que bombardeamentos e baionetas de um qualquer "Global State" e a sua “Nova Ordem Mundial” apressem a história?

O que diria Burke? O que devem os Conservadores pensar sobre o assunto? Uma coisa eu sei. O sentimento Conservador e a "fatal attraction" pela truculência libertadora ("liberation, liberation"!) são incompatíveis. Mas o "minding our own business" está fora de moda e eu provavelmente também o estou. O ser “ex-everything and neo-everything” de Irving Kristol é que está a dar.

"BCE diz taxas de juro estão no nível «apropriado» para sustentar retoma economia"

Comentário: Antes da criação dos Bancos Centrais e o fim do padrão ouro, não existia inflação e ninguém tinha de se preocupar com o nível "apropriado das taxas de juro". E afinal de conta o que é a taxa de juro?:

Diz Mises:

"Originary interest is the ratio of the value assigned to want-satisfaction in the immediate future and the value assigned to want-satisfaction in remote periods of the future. It manifests itself in the market economy in the discount of future goods as against present goods. It is a ratio of commodity prices, not a price in itself."

The higher productivity of more time-consuming roundabout methods of production which is referred to by Bohm-Bawerk and by some later economists in the explanation of interest, does not explain the phenomenon. Se a taxa de juro resulta da preferência entre bens actuais e bens futuros, e essa preferência pertence às pessoas, como pode ester ser manipulado, aumentado, diminuido? Pode o gosto (e a sua procura) por sapatos pretos ser apropriado ou não? Pode o preço relativo, ou rácio de troca entre sapatos pretos e café estar desajustado para "sustentar a retoma da economia? A verdade é que com a nacionalização do dinheiro apareceu (na verdade, limitaram-se a acabar compulsivamente com a prática desde o início dos tempos de usar a moeda ouro como meio de troca. Razão principal? A necesssidade de obter receitas "públicas" pelo "counterfeiting" do papel moeda - uma prática que no sector privado é classificado como crime) também a crença que:

"The economy is treated as a potentially workable, but always troublesome and recalcitrant patient, with a continual tendency to hive off into greater inflation or unemployment. The function of the government is to be the wise old manager and physician, ever watchful, ever tinkering to keep the economic patient in good working order. Golpe em S. Tomé

Comentário: Parece que Salazar, quando lhe foi comunicado que existia petróleo em Angola terá dito "Só nos faltava Esta!"

Porquê é que onde existe petróleo só existe miséria, atrasos, guerras, conflitos? Se alguém o descobrir em Portugal, por favor esconda-o para si, não precisamos de mais desgraças.

E para acabar, parafraseando o que já tinha dito sobre o anunciado apoio financeiro dos EUA à autoridade palestiniana: "Depois do Egipto e Israel, o Welfare Warfare Global State chega à Palestina" e, pelos vistos ... a caminho de São Tomé e Príncipe.

Por outro lado: "Aviso muito sério dos americanos. Os Estados Unidos lamentaram o golpe ocorrido em S. Tomé e já ameaçaram suspender, embora de forma velada, a assistência que prestam ao arquipélago, o qual depende, quase exclusivamente, da ajuda internacional. "

Comentário: Robert Nisbett expressa aqui a ligação entre a decadência de valores morais, económicos, etc, e a natureza da guerra, que muitos subestimam da sua característica revolucionária (no que pior podemos entender desta palavra), induzindo o espirito humano a esquecer aquilo que é antigo e tradicional, e abrindo uma página branca onde serão escritas novos (no que pior podemos esperar pela palavra "novo") e porventura degenerados valores impostos pelo crescimento do Estado. Exemplos: o fim do padrão ouro, os déficits e dívida pública como norma, o ataque legislativo à família, a educação programática, impostos extorsionários, a redistribuição coerciva, as politicas a favor da igualdade imposta, o ataque à propriedade e o direito à exclusão, a lei como peça legislativa e não como deriva do costume e interacção entre a Justiça (suposto "orgão de soberania" independente do Estado) e a sociedade civil, etc. Quanto destes novos valores estranhos ao século 19 (e ao liberalismo clássico) não o devemos às guerras do século 20 (em primeira linha a Grande Guerra) e o assim induzido crescimento do estado progressista e centralista?

S. Tomé e os americanos

A notícia do golpe no único diário são-tomense on-line que conheço aqui. Ao contrário do que afirma "O Intermitente", parece haver argumentos para envolver os americanos no assunto. Fradique de Meneses está na Nigéria, para participar numa cimeira com"o seu homologo nigeriano, Olesung Obajanjo, (...) num encontro com uma representação dos negros americanos, o grupo com quem São Tomé e Príncipe assinou acordo ainda esta semana, na capital São Tomé (...) O encontro objectiva, sobretudo, a mobilização dos afro-americanos para investirem em África em iniciativas que contribuam para o desenvolvimento do continente, bem como o fortalecimento de laços políticos, culturais e sociais entre estes e os países africanos." Agora a sério, há várias semanas que o ambiente estava tenso no arquipélago, com um pequeno partido (FDC) a reclamar, publicamente, a deposição do Governo de Maria das Neves, declarando, em conferência de imprensa (transmitida pela própria RTP África) defender o recurso aos meios necessários para o efeito.

16 Julho de 1918: O Czar da Rússia é morto

Ao mesmo tempo que é noticiada uma vitória sobre os Alemães "All Germans Pushed Back Over the Marne; Allies Gain Three Miles South of Soissons; Now Hold 20,000 Prisoners and 400 Guns" cai a primeira monarquia a que se iria juntar a monarquia dual do Império Austro-Húngaro, os Principados Germanicos e o Império Otomano.

Caiem as monarquias, mas ganha o fanatismo comunista, fascista e nazi. Terá dito Leon Trostsky em 1935 sobre da morte da família imperial:

"The decision was not only expedient but necessary. The severity of this punishment showed everyone that we would continue to fight on mercilessly, stopping at nothing. The execution of the Tsar's family was needed not only to frighten, horrify, and instill a sense of hopelessness in the enemy but also to shake up our own ranks, to show that there was no retreating, that ahead lay either total victory or total doom."

Foi esta a consequência da declaração de guerra do Império Austro-Húngaro ao Estado terrorista da Sérvia que incentivou o atentado que vitimou o Príncipe Herdeiro austríaco (a caminho duma visita a feridos de um atentado anterior). De que lado tiveram os "aliados" (na altura, Impérios a disputar as colónias dos derrotados)?

E o que dizer da participação americana forçada pelo idealista Presidente Woodrow Wilson (eleito com a promessa de cumprir o tradicional afastamento dos EUA dos problemas, intrigas e interesses em conflito dos Impérios Europeus)?

Citado num curioso artigo da Reason, "Teddy Roosevelt’s Hidden Legacy, How an "imperialist" president’s record makes the case for military restraint.":

“Winston Churchill suggested as much in 1936:

"America should have minded her own business and stayed out of the World
War. If you hadn’t entered the war the Allies would have made peace with
Germany in the spring of 1917. Had we made peace then there would have been
no collapse in Russia followed by Communism, no breakdown in Italy followed
by Fascism, and Germany would not have signed the Versailles Treaty, which
has enthroned Nazism in Germany. If America had stayed out of the war, all
of these ‘isms’ wouldn’t today be sweeping the continent and breaking down
parliamentary government, and if England had made peace early in 1917, it
would have saved over one million British, French, American and other
lives."

O que contribuiu para a participação americana? Como nos tempos actuais, a demonização do inimigo, em "The Historian Who Sold Out", Thomas Fleming, autor do "The Illusion of Victory: America in World War I (Basic Books, 2003)":

"From the start of World War I, stories of German atrocities filled British
and American newspapers. Most emanated from the German march through Belgium
to outflank French defenses in their drive on Paris.

Eyewitnesses described infantrymen spearing Belgian babies on their bayonets
as they marched along, singing war songs. Accounts of Belgian boys with
amputated hands (supposedly to prevent them from using guns) abounded. Tales
of women with amputated breasts multiplied even faster.

At the top of the atrocity hit parade were rape stories. One eyewitness
claimed the Germans dragged twenty young women out of their houses in a
captured Belgian town and stretched them on tables in the village square,
where each was violated by at least twelve "Huns" while the rest of the
division watched and cheered. At British expense, a group of Belgians toured
the United States telling these stories. President Woodrow Wilson solemnly
received them in the White House.

The Germans angrily denied these stories. So did American reporters with the
German army.

The Bryce Report was released on May 13, 1915. British propaganda
headquarters in Wellington House, near Buckingham Palace, made sure it went
to virtually every newspaper in America. The impact was stupendous, as the
headline and subheads in the New York Times make clear.

From a perspective of a hundred years, we ought to take a harsher view. The
Bryce Report has obvious connections to the British decision to maintain the
blockade of Germany for seven months after the armistice in 1918, causing
the starvation deaths of an estimated 600,000 elderly and very young
Germans. This was far and away the greatest atrocity of World war I and it
made every German man and woman hunger for revenge. By creating blind hatred
of Germany, Bryce sowed the dragons teeth of World War II."

As consequências da Segunda Grande Guerra? Para além das mortes, a infame perseguição dos Judeus, ciganos e opositores, resultou na vitória da União Soviética sobre metade da Europa Cristã e talvez o pior, na influência intelectual que produziu ilusões e sofrimento pelo resto do mundo até à queda do muro. Acabou também com o que restava do Liberalismo Clássico (já moribundo após a Grande Guerra).

Talvez o Império Austro-Húngaro antes de declarar guerra à Sérvia por causa de um atentado terrorista tivesse outras opções. Talvez a sucessão de declarações de guerra que se seguiram para cumprir o primado das alianças (com se tratassem de acordos divinos) e do temperamento “tough e hawkish” pudesse ter sido evitada.

Talvez existam sempre outras opções em casos semelhantes. Talvez a história nos possa ensinar algo. Talvez.

"The Foundations of Liberal Policy: Peace", Ludwig von Mises

The liberal critique of the argument in favor of war is fundamentally different from that of the humanitarians. It starts from the premise that not war, but peace, is the father of all things. What alone enables mankind to advance and distinguishes man from the animals is social cooperation. It is labor alone that is productive: it creates wealth and therewith lays the outward foundations for the inward flowering of man. War only destroys; it cannot create. War, carnage, destruction, and devastation we have in common with the predatory beasts of the jungle; constructive labor is our distinctively human characteristic. The liberal abhors war, not, like the humanitarian, in spite of the fact that it has beneficial consequences, but because it has only harmful ones.

When a peace-loving nation is attacked by a bellicose enemy, it must offer resistance and do everything to ward off the onslaught. Heroic deeds performed in such a war by those fighting for their freedom and their lives are entirely praiseworthy, and one rightly extols the manliness and courage of such fighters. Here daring, intrepidity, and contempt for death are praiseworthy because they are in the service of a good end. But people have made the mistake of representing these soldierly virtues as absolute virtues, as qualities good in and for themselves, without consideration of the end they serve. Whoever holds this opinion must, to be consistent, likewise acknowledge as noble virtues the daring, intrepidity, and contempt for death of the robber. In fact, however, there is nothing good or bad in and of itself. Human actions become good or bad only through the end that they serve and the consequences they entail.

Faleceu Henrique Barrilaro Ruas (1921-2003)

Soube há pouco que faleceu hoje o Sr. Henrique José Barrilaro Fernandes Ruas, talvez a principal figura intelectual do meio monárquico português nas últimas décadas. Barrilaro Ruas foi presidente do C.A.D.C., fundador do Centro Nacional de Cultura, membro da Convergência Monárquica e da Causa Monárquica e foi um dos fundadores do P.P.M., pelo qual foi deputado nas listas da A.D. Foi um dos principais responsáveis pela desvinculação dos monárquicos em relação aos governos de Salazar e de Marcelo Caetano (em 1969, liderou em Lisboa a oposicionista Comissão Eleitoral Monárquica). Partia de uma formação integralista, que o levava a ter uma leitura da história portuguesa dos dois últimos séculos substancialmente diferente da minha, mas fez clarificações políticas e doutrinais que muito contribuíram para a dignidade da ideia monárquica. Nesse contexto, é autor de pequenas preciosidades literárias que sempre iluminaram a lealdade dinástica de um liberal cartista como eu; deixo aqui um trecho de "A Liberdade e El-Rei", em que fica patente a grandeza com que Barrilaro Ruas soube captar a relação entre a realeza e a liberdade: "O grito de triunfo REX NOSTER LIBER EST só tem um sentido: significa exactamente o mesmo que NOS LIBERI SUMUS. El-rei não é livre para si próprio. Não são os seus instintos, os seus desejos, as suas tendências de homem que se libertam. Ao contrário: tudo isso se encontra sujeitado./ Para uma só coisa é livre, e então plenamente, exuberantemente, loucamente: para que os seus súbditos possam afirmar, intrépidos: NÓS SOMOS LIVRES! É esta a liberdade real: a liberdade de que está cativo."

14 de Julho e a Revolução Francesa

"Everybody celebrates the 14th July in France. But no one
would want to see a return of the revolution. "


Only an American would say such a thing at a Bastille Day
celebration. Raising our glasses at yesterday's picnic,
the Frenchmen looked puzzled, then amused, at my toast.
Everybody celebrates the 14th July in France. But no one
would want to see a return of the revolution.

"Oh... there were some good things and some bad things that
came out of it," said a friend on Sunday. Asked what the
good things were, he couldn't think of any.

We wonder from time to time how it will all turn out - we
mean the Great Bear Market and the long, soft, slow
depression that America seems to be entering. What happens
when a great people get themselves into a great mess?

The French Revolution was a terrible mess. By the 18th
century, France had become the greatest power in Europe,
the richest and most populous country in the western
world, and the clear leader in art, science, philosophy,
education, cuisine, fashion, architecture... and, of
course, viticulture. It had the richest people in the
world, the prettiest women, and the best booze.

It also had the most enlightened economists - the
physiocrats - from whom Adam Smith was boosting some of
his best ideas.

A poll taken in the early 1780s might have shown the
French to be extremely optimistic and confident. And why
shouldn't they be? The last major financial crisis -
caused by John Law's Mississippi Bubble - blew up over 60
years before. And had the world ever seen anything
approaching the splendor of Versailles?

But in 1789, Paris mobs came to the crossroads of history
and veered left. They replaced an absolute monarch who had
very limited power, with a people's republic restrained
neither by common sense nor common decency.

The uprising began on July 14th, 1789, at the old prison,
the Bastille, which was seen as an emblem of the ancien
regime. The prison was stormed by the Paris proles, who
took the guards hostage (promising they could go unharmed
if they laid down their guns) and released a handful of
lunatics and hoodlums from their cells. Then, the crowd
hacked the unarmed guards to pieces and paraded around the
city with body parts on the end of pikes. Not long after,
the "law of the lamppost" became the ruling order in
Paris: aristocrats, CEOs, government officials and army
officers were hung from streetlights. The Marquis de
Lafayette, the liberator of the American colonies, tried
to maintain order at the command of the National Guard.
Lafayette was supposed to be guarding Louis XVI when a mob
attacked the palace at Versailles on the 4th of October,
1789. A few raggedy women broke into the palace trying to
kill Marie-Antoinette, who fled to her husband's
bedchamber. There, the attackers backed off. They may have
doubted that Louis was put in his place by God
himself... maybe God wouldn't mind if they cut up the
Bourbon king; but the femmes decided not to take a chance.

Lafayette intervened, telling the crowd that he would make
sure Louis returned to Paris - where the king would be at
the mercy of the radical new government. A few years
later, Louis and his family went to the scaffold... along
with thousands of others. France was soon at war with
nearly all its neighbors, and with the Vendee, a region in
west of the country that refused to go along with the
revolution. Church property was confiscated, a new paper
currency - the assignat - was created, and then destroyed,
by inflation. Outrages to the clergy, the aristocracy, the
language, and even the calendar were perpetrated.

None of this might have happened, however, except for the
efforts of the Alan Greenspan of the late 18th century -
Jacques Necker. It was Necker who replaced laissez-faire
economist, Jacques Turgot, as French finance minister in
1776.

Turgot's free-trade policies had the fatal flaw of all
sensible rules - they benefited everybody to the advantage
of nobody in particular. Turgot dissolved the guild
system, eliminated the corvee (the forced labor of the
peasants), imposed a simple property tax and opposed all
forms of economic privilege at the expense of the common
good. He even set himself against Marie Antoinette, by
refusing to grant favors to her cronies. Since everybody
in France in the 18th century as well as every American in
the 21st wanted the privilege of picking someone else's
pocket, Turgot eventually made enemies of nearly every
class. Louis XVI, though responsible for the well-being of
the entire nation, had not the strength to stand up to the
special interests.

Turgot even had a prophetic intuition and a view of
history similar to our own. Periods of civilized progress
are followed, he noted, by periods of barbarism and
madness. Dismissed in 1776, he warned Louis XVI: "Do not
forget, Sire, that it was feebleness that placed the head
of Charles II on the block."

Necker made enemies of no one. His program was the
opposite of Turgot's; he favored particular privileges at
the expense of everybody else. Rather than tax people to
pay for state expenses, Necker borrowed - taking short-
term, high-interest loans that brought the government
close to bankruptcy. Then, Necker turned to accounting
tricks to show that the government was actually running a
surplus! The patsies loved it.

Pushed out for the first time in 1781, Necker was called
back on the eve of revolution in 1788 for another dose of
his financial magic. But it was too late. The old miracle
elixirs - heavier debt and cooked books - wouldn't work
any longer; bankruptcy was unavoidable. The aristocrats
got rid of him again - on July 14, 1789. The mob, which
still had faith, was so disappointed... it headed for the
Bastille.

P.S. The American revolution was not a revolution at all -
but just a revolt. The American colonists had gotten used
to having their own way in the wilderness of North
America. When King George III tried to reassert his
control, Americans took up arms. An American in Baltimore
or Philadelphia might have gone about his business before
the War of Independence, during and after, and hardly have
noticed the change.

Not so in France, where the revolution left hardly anyone
undisturbed. Even my house in rural France - 200 miles
from Paris - changed hands when the owners fled the
country to avoid the guillotine.

P.P.S. King George III was no stranger to madness. He was
already going mad from porphyria when the French
revolution began. Thought cured on more than one occasion,
George went mad permanently in the early 19th century and
was replaced by his son, George IV.

Taxas de Lucro

Para a refutação de que poderá existir tal coisa chamada de taxas de lucro decrescentes, ler primeiro em "Capitalism: A Treatise on Economics" de George Reisman, no capitulo 16 "The Net Consumption / Net-Investment Theory of Profit and Interest" (pág. 719-808) e depois no capítulo seguinte: "Why capital accumulation and the falling prices caused by increased production do not imply a falling rate of profit" (pág. 813-820).

Deixando os pormenores para um fórum de especialistas, de uma forma simplificada podemos afirmar que o que devia ser claro é que à medida que o investimento em capital cresce (fazendo aumentar a produtividade e diminuir os preços relativos), cresce também a capacidade de consumir (e poupar). A nova capacidade de consumo consegue assim manter a taxa de lucro dos investimentos adicionais feitos anteriormente em capital fixo.

Portanto, na medida em que o capital fixo acumulado na sociedade aumenta, maior é a capacidade de consumo, fornecendo, se quisermos uma taxa de lucro estável às quantidades de investimento adicionais.

Afirmar outra coisa seria aceitar que a taxa de lucro máxima foi conseguida porventura algures na criação do homem, e que desde então a taxa de lucro terá diminuído, uma vez que a totalidade de capital existente não tem parado de aumentar (casas, máquinas, fábricas, etc). A intervenção do Estado até poderia ser necessário para muita coisa mas seguramente não para ajudar os Capitalistas a manterem a taxa de lucro.

Escravatura nos dia de hoje

The practice of slavery derives from collectivist premises; from the idea that the lives and property of individuals may rightfully be claimed by others. Slavery does not depend on racism: historically, those vanquished in wars were often made slaves of the conquering tribes or city-states.

I suspect that George Bush loses about as much sleep over the "sins" of slavery as he does for the "heartbreak of psoriasis." But in case I am wrong, and he is truly desirous of eradicating slavery’s wickedness from our social system, I would invite him to take steps to end the current system of state slavery in America, whereby over 45% of the wealth produced each year by Americans is taken via taxation. The 13th Amendment to the Constitution did not end slavery: it nationalized it, giving the state a monopoly on the practice!

He might also proceed to dismantle an ever-grasping state regulatory system that dictates how people are to live their lives, raise and educate their children, what food and other substances to consume, etc. Such controls, coupled with the extraction of wealth from the producers, represents the essence of any slave system. So deeply has the slave mindset worked its way into our culture and thinking that we continue to refer to ourselves as "assets" or "resources" to our community, while many states declare "our children" to be "our most precious commodity."

In the 1905 U.S. Supreme Court case, Lochner v. New York, Justice Harlan made the point about as explicitly as one could expect from a state official. A New York statute limiting the number of hours people could work in bakeries was struck down by the Court. In dissenting, Harlan stated that excessive hours of work "may endanger the health, and shorten the lives of the workmen, thereby diminishing their physical and mental capacity to serve the State, and to provide for those dependent upon them" (emphasis added).

Though the institution of slavery has been modified in form over the years, its exploitative premises remain intact in the apparatus of the state. It is well to understand its nature and, to this end, a reading of history is essential. But for history to be of value, its lessons need to be made relevant to the present. To search the rosters of modern collective groupings for both "victims" and "wrongdoers" of past wrongdoings is but to continue energizing the vicious game, all to the benefit of the state.

As wars, slavery, genocides, and other oppressive practices teach us, it takes a long time for the entropy generated by political systems to work their way out of society. But if we are to end such inhumane destructiveness, either we must confront its modern ugliness, or hope that someone else, at some time in the future, will exhibit the sense of responsibility that we prefer to avoid. We cannot continue to find comfort in empty, mindless bromides babbled by empty-headed politicians, and imagine that we are "doing something" about the destructive world we have created. We should rise to the task, if for no other reason than to save ourselves from having to apologize to our children and grandchildren.

"The Balance Sheet of Capitalism," May 19, 1934, Garet Garrett

"The whole of the emotional case against capitalism turns on the unequal distribution of wealth. But is it peculiar to the nature of capitalism to concentrate wealth in a few hands? Here the first aspect truth is a little hard. It begins with the human disparities; and for these, God is responsible, not capitalism. Much more, perhaps, than we wish to believe, economic inequalities answer to human inequalities.

Again and again, wealth has been socially divided and then, in a little while, it has been again as it was before, that a few were rich and many were not. Lycurgus, who did it for the Spartans, heaping all their wealth in one pile and then, dividing it equally, thought of measures to make this pleasing equality permanent. He banished gold and silver money and put in place of it iron money so heavy and so nearly worthless that to hoard or save it would be absurd. All the same, it was not long until again there were debtors and creditors and a concentration of wealth in the hands of a few.

Such a very old fact has a kind of simplicity. Somewhat more than nine-tenths of us consume all that we receive, and would consume it all, no matter how much it would be. The wish to accumulate wealth is universal; the will to do it belongs only to a few, and the proportion of those few in any kind of society has probably been constant for thousands of years. "

E cabe a nós actuar sobre essas diferenças? Sim, as religiões e a decência humana fazem-no voluntáriamente há muito tempo. Construir um "Deus na Terra" a que chamamos Estado-Providência, com a legitimidade democrática de todos procurarem viver à custa de todos e por "contribuições" compulsivas (ah, a corrupção da linguagem!), afastando-nos a todos da responsabilidade da redistribuição voluntária e envolvimento pessoal com os mais desfavorecidos, só poderá corromper a natureza do Homem e com isso comprometer a sua evolução.

Tax Revolt

" In 1775-76, the American colonies revolted because of
taxation without representation. The total tax burden
imposed by England was about 1%.

Note: if anyone wants to pick up my share of the tax
burden, I would be happy to let him have my right to vote.
Too bad that deal is not available.

There will be a revolt when the voters finally figure
out that they will not be able to milk the system for more
than they are paying in milk. The voters today look at the
Federal Government as if it were a cow with an udder with
290 million teats. When the tax burden becomes too great,
they will finally figure out that they are part of the
udder rather than the squeezing fingers.

But before this happens, the FED will start picking up
more of the tab. The public will pay for the system, not
by direct taxation, but by indirect taxation: monetary
depreciation. That's why I don't worry about deflation. I
look at that list of free goodies to immigrants, and I
know for sure that there will be no deflation in my old
age.

Ludwig von Mises was once asked if he had an inflation
hedge. He answered: "Age!" He died in 1973. He was
correct. He missed out on the big push in the second half
of that decade, plus everything since then.

I don't have that hedge available to me (I hope). So,
I will be asked to do my share: to pick up the tab."

Dinheiro não é riqueza

“What makes us rich is an abundance of goods, and what limits that abundance is a scarcity of resources: namely land, labor, and capital. Multiplying coin will not whisk these resources into being. We may feel twice as rich for the moment, but clearly all we are doing is diluting the money supply. As the public rushes out to spend its new-found wealth, prices will, very roughly, double—or at least rise until the demand is satisfied, and money no longer bids against itself for the existing goods… Thus we see that while an increase in the money supply, like an increase in the supply of any good, lowers its price, the change does not—unlike other goods—confer a social benefit. The public at large is not made richer. Whereas new consumer or capital goods add to standards of living, new money only raises prices—i.e., dilutes its own purchasing power."

E como curiosidade, vejam a infame ordem executiva de Roosevelt que criminalizou a posse de ouro, a 1 de Maio de 1933. Ver aqui. A pena era só 10 000 USD ou 10 anos de prisão. Diga-se que os EUA de Roosevelt foram um dos últimos paises a confiscar o Ouro detido pela população, mas ao fazê-lo, legitimou o acto criminoso que foi o fim do padrão ouro no resto do mundo.

O acto foi óbviamente anti-constitucional, mas mais do que isso, extorsão pura. O New Deal é um mito e a crise de 1929 deve-se à criação da Reserva Federal em 1913. O intervencionismo tudo destrói e ainda colhe os louros por dificultar a reconstrução que se segue. (Hoje estou chateado, portanto, aturem-me.)

"puus!" politicamente correctos e muito pós-modernos

O Crítico, após uma (brevíssima) digressão na blogosfera entendeu que era o momento indicado para fazer jus ao seu nome e pronunciou-se acerca da Causa Liberal. Depois de nos termos deparado com um blogue impregnado de um intenso pedantismo intelectual, esperavam-se críticas certeiras, acutilantes, fundas, eruditas. Mas nada disso. Afinal, apenas estavam lugares comuns e redundâncias de uma pobreza confrangedora. Mas quando se refere à nossa Causa, provoca uma sensação de espanto que cumula com uma incómoda incompreensão: "Causa Liberal: 1 Liberal? puu!". Primeiro faz uma pergunta - "1 Liberal?". Claro que sim. Está no nome, nos conteúdos, na atitude. Depois, oferece a sua resposta/interpretação/constatação/opinião/sentença - "puu!". Puu! ?? Puu!, o quê? O que é que isso quer dizer? Um assentimento, um suspiro, um ronco, uma pensativa expiração, uma concordância, uma manifestação de pesar, uma curiosidade, uma inesperada libertação de ar mal contido em algum lugar do seu organismo? O que será? Bem, o homem parece que é músico. Ou, pelo menos, critica por essas áreas. Se calhar, trata-se de um som, o início de uma melodiosa frase musical. Ou talvez não. Lendo com mais atenção o que escreveu, tira-se a piedosa conclusão que é o melhor que esse Crítico pode fazer, o máximo que consegue alcançar. O "puu!" é mesmo um Puu! Um gesto pós-moderno de verificação das qualidades (ou falta delas) de qualquer coisa. Seja lá o que for. Meus amigos, sejamos caritativos e mansos: certamente esse "puu!" é o melhor que esta espécie de crítico consegue elaborar. Quem não pode, a mais não é obrigado. Um Bem Haja, para ele!

Re: Pedreiras e as garras visíveis

"Nos casos em que há violações do direito de propriedade (incluindo, por exemplo, poeiras e ruído), deve haver intervenção estatal para repor a legalidade e punir os transgressores"

Comentário: Na verdade, não é preciso qualquer intervenção estatal, o direito civil e penal é para isso mesmo que servem: arbitrar questões difíceis sobre que direitos de propriedade é que estão em causa e quem é que está a ser violado (devia ser a jurisprudência acumulada a chegar a um consenso sobre novos tipos de direitos de propriedade. Era infinitamente melhor que deixar isso ao legislador).

No caso de se tratar de propriedade colectiva, seria preferível a privatização (não onerosa) a favor das comunidades locais, ou se estes o desejarem, a favor de terceiros (neste caso provavelmente onerosa). Não sendo possível, então temos que:

"...descentralizar o mais possível as decisões de licenciamento para a prática das actividades económicas"

Comentário: a melhor alternativa estatista à da melhor solução via atribuição de direitos de propriedade por privatização (e cujos conflitos devem ser arbitrados pelos tribunais) é seguramente a da autonomia administrativa, para que sejam os valores locais (preferência pela actividade económica das pedreiras ou pelos montes) a serem aplicados nos princípios que regem o licenciamento.

Ainda os escravos, a Libéria e Lincoln

Alguns têm defendido a presença americana por existir uma “relação especial” com a Libéria. E de facto, é especial.

A Libéria foi fundada em 1816 pela American Colonization Society (ACS) por donos de escravos, nomeadamente, Henry Clay, que Lincoln reverenciava como "o pai dos Whig principles" (nesta altura, defensores do mercantilismo e proteccionismo tarifário, acabando mesmo por ser uma das origens para o mal estar entre “Sul” e “Norte” e que teve o seu culminar na Guerra entre Estados, tendo o “Sul” defendido o direito à Secessão da União).

Lincoln também era membro desta sociedade, e defendeu o uso de impostos de Illinois para pagarem a deportação para fora deste Estado (ver Webb Garrison, The Lincoln No One Knows, p. 186).

No artigo “The GOP’s Liberian Connection”, de Thomas J. DiLorenzo:

“This was not a one-time flight of fancy for Lincoln. He first proposed deporting blacks to Liberia in an 1854 speech in Peoria, Illinois. In his July 6, 1852 eulogy to Henry Clay, delivered in Springfield, Illinois, Lincoln approvingly quoted Clay’s statement that "there is a moral fitness in the idea of returning to Africa her children," which would supposedly be "a single blessing to that most unfortunate" region. This statement by Clay was made twenty-five years ago, said Lincoln, but "every succeeding year has added strength to the hope of its realization. May it indeed be realized!" He continued to voice such sentiments well into his presidency.

While commenting on the Dred Scott decision five years later, on June 26, 1857, Lincoln offered one reason why he so favored "colonization": In his opinion, there was "a natural disgust in the minds of nearly all white people, to the idea of an indiscriminate amalgamation of the white and black races . . ."”

"The Bush administration, which has the very bad habit of smiling at working people while siphoning money from their pockets, is trying to change the federal Fair Labor Standards Act in a way that could cause millions of workers to lose their right to overtime pay.

The act, one of the last major domestic reform measures of the New Deal, gave Americans the 40-hour work week and a minimum wage (which began at 25 cents an hour in the late 1930s). It wiped out grueling 12-hour days for many workers and prohibited the use of child labor in interstate commerce."

Comentário: Melhor que modificar é mesmo acabar com mais uma imposição federal, que tal como todo o New Deal, em nada ajudou à recuperação da crise de 1929 (pelo contrário, só a prolongou até ao fim da WWII). As partes é que sabem o que são horas normais e horas extra e se existe lugar a diferenciação de remuneração (pessoalmente até acho que para uma boa gestão de "recursos humanos" deve ser implementada esta diferenciação).

Ainda a "Constituição" Europeia - porque é que os políticos nunca fazem o que devem ?

Num artigo publicado hoje no "Público", o Professor Ernâni Lopes - escrevendo na qualidade de representante do Governo Português na Convenção, e como tal, muito politicamente correcto - afirma esperar que "a União Europeia não negligencie um aspecto fulcral para o seu futuro que não foi directamente abordado neste processo de revisão dos Tratados: a reforma do modelo económico e social europeu".

Pois é: como de costume, os políticos (e os burocratas, já agora) teimam em não fazer aquilo que deviam, e esbanjam o nosso dinheiro em reuniões inúteis cujo resultado é a prudução de documentos complexos (460 artigos !) que não trazem nada de novo !

Logo a parte mais importante, a única que interessava - a tal revisão do modelo económico e social - foi aquela que foi esquecida. Terá sido de propósito ? Ou é pura incompetência ? Ou será para daqui a um ano haver uma nova Convenção para tratar do assunto ? Ou ficará para quando já for tarde demais ?

Mais uma vez o Valete Frates traz-nos informação actualizada sobre o recentemente publicado "Economic Freedom of the World: 2003 Annual Report", com dois posts e vários comentários sobre a evolução da liberdade económica em Portugal.

Valete Fratres elogia as recentes medidas tomadas pelo Governo, neste domínio, mas apesar de tudo parece pessimista: "as propostas apresentadas são tímidas e, provavelmente, não conseguirão sobreviver à ofensiva das forças mais conservadoras da sociedade portuguesa (sindicatos; extrema-esquerda; etc...)".

A proposito da escravatura

Estou absolutamente de acordo com Rothbard.

Como eu disse no meu texto publicado na Causa Liberal, "Alexandre Herculano, o axioma da aquisição original e como a desigualdade social emana da igualdade civil " :

"...Alexandre Herculano descreve aquilo que podemos denominar de axioma da aquisição original da propriedade e postula o princípio ético universal da “igualdade civil”, o igual direito de todo o ser humano a adquirir propriedade por forma legítima: a aquisição original ou a aquisição por troca voluntária.

É este mesmo princípio ético universal que condena a escravidão e servidão forçada, pois era esta instituição social que para além de negar o livre arbítrio e o livre contrato, negava quer a aquisição original quer a de títulos de direitos de propriedade por parte de alguns."

O problema são os excessos de moralismo jacobino e progressista que hoje por aí abunda, incluindo na direita, porque, com estes a empurrar, talvez venham a implementar indemnizações colectivas pelo "maior crime da história", e um dia quem sabe, Jefferson e Washington, sejam banidos da História.

Muito pior que a escravatura individual foi a escravatura sem dono, ou antes, a da propriedade colectiva do estado, tentada por aqueles que queriam abolir toda a propriedade. Sem dono, os indivíduos foram dizimados aos milhões, porque quem os detinha era o estado e não um dono que apesar de tudo, não queria ver o seu investimento reduzido. Muitos acabaram por conceder a liberdade aos seus escravos, como penso que sucedeu com Jefferson e Washington.

O ataque a Ann Coulter

Típico! Ataque feito por alguns NeoCons, para quem as grandes referências são Presidentes Democratas, servindo o seu apoio a Reagan para justificar a migração do Partido Democrata para o Cold War Conservatism, e mostrando uma das origens, como David Horowitz, vindos da esquerda e extrema-esquerda (nomeadamente Trotskista). Ann Coulter já tinha sido afastada da National Review (tal como anteriormente, Joseph Sobran e Patrick J. Buchanan, representantes do Conservadorismo tradicional pela "Republic not an Empire"). No caso de Coulter, as razões foram outras, mas representa a prova de que a NR e os NeoCons em gerais aguentam mal qualquer posição verdadeiramente Conservadora.

Um dos pontos parece ser a referência ao Senador Joe McCarthy. Um anti-comunista que pôs bem claro a perniciosa influência do comunismo nas elites e politica americana na altura. Roosevelt tratava Estaline como "Uncle Joe" e a estas décadas de distancia podemos comprovar que quem ganhou a WWII foi mesmo Estaline, que passou a dominar metade da Europa Cristã e metade do resto do mundo - esse foi o momento chave mais do que o alegado mas quase inexistente expansionismo territorial soviético durante a Guerra Fria.

Disse Patrick J. Buchanan no Townhall.com:

"Why do they keep digging up the corpse of Joe McCarthy for a ritual flogging? The Wisconsin senator died in 1957. He never killed anyone. He never sent anyone to prison.

Harry Truman dropped atomic bombs on two defenseless cities of a prostrate nation and sent 2 million Russian prisoners back to Stalin to be murdered in Operation Keelhaul. Yet Truman remains a hero to those who despise McCarthy with an undying hatred.

-- Lauchlin Currie was a Soviet spy on the White House staff.

-- William Remington was the Soviet spy at Commerce.

-- Judith Coplon headed up a spy ring at Justice with access to the FBI secrets and files she transferred to Soviet agents.

-- The Rosenbergs were communist traitors who gave their Russian handlers secrets of the atom bomb. The brother of Robert Oppenheimer, father of the A-bomb, was a communist, as was his wife, who was a lifelong friend of Steve Nelson, a key figure in the Communist Party underground apparatus. "

Como nota final: um dos primeiros actos politicos do "conservative" e fundador do movimento "libertarian" (Cato Institute e Libertarian Party), Murray N. Rothbard, foi defender o Senador contra o próprio "establishment" republicano.
