Statement of Faith, By Rep. Ron Paul, MD

"We live in times of great uncertainty when men of faith must stand up for our values and our traditions lest they be washed away in a sea of fear and relativism. As you likely know, I am running for President of the United States, and I am asking for your support.

I have never been one who is comfortable talking about my faith in the political arena. In fact, the pandering that typically occurs in the election season I find to be distasteful. But for those who have asked, I freely confess that Jesus Christ is my personal Savior, and that I seek His guidance in all that I do. I know, as you do, that our freedoms come not from man, but from God. My record of public service reflects my reverence for the Natural Rights with which we have been endowed by a loving Creator.

I have worked tirelessly to defend and restore those rights for all Americans, born and unborn alike. The right of an innocent, unborn child to life is at the heart of the American ideal of liberty. My professional and legislative record demonstrates my strong commitment to this pro-life principle.

In 40 years of medical practice, I never once considered performing an abortion, nor did I ever find abortion necessary to save the life of a pregnant woman. In Congress, I have authored legislation that seeks to define life as beginning at conception, H.R. 1094. I am also the prime sponsor of H.R. 300, which would negate the effect of Roe v Wade by removing the ability of federal courts to interfere with state legislation to protect life. This is a practical, direct approach to ending federal court tyranny which threatens our constitutional republic and has caused the deaths of 45 million of the unborn. I have also authored H.R. 1095, which prevents federal funds to be used for so-called “population control.” Many talk about being pro-life. I have taken and will continue to advocate direct action to restore protection for the unborn.

I have also acted to protect the lives of Americans by my adherence to the doctrine of “just war.” This doctrine, as articulated by Augustine, suggested that war must only be waged as a last resort--- for a discernible moral and public good, with the right intentions, vetted through established legal authorities (a constitutionally required declaration of the Congress), and with a likely probability of success.

It has been and remains my firm belief that the current United Nations-mandated, no-win police action in Iraq fails to meet the high moral threshold required to wage just war. That is why I have offered moral and practical opposition to the invasion, occupation and social engineering police exercise now underway in Iraq. It is my belief, borne out by five years of abject failure and tens of thousands of lost lives, that the Iraq operation has been a dangerous diversion from the rightful and appropriate focus of our efforts to bring to justice to the jihadists that have attacked us and seek still to undermine our nation, our values, and our way of life.

I opposed giving the president power to wage unlimited and unchecked aggression, However, I did vote to support the use of force in Afghanistan. I also authored H.R. 3076, the September 11 Marque and Reprisal Act of 2001. A letter of marque and reprisal is a constitutional tool specifically designed to give the president the authority to respond with appropriate force to those non-state actors who wage aggression against the United States while limiting his authority to only those responsible for the atrocities of that day. Such a limited authorization is consistent with the doctrine of just war and the practical aim of keeping Americans safe while minimizing the costs in blood and treasure of waging such an operation.

On September 17, 2001, I stated on the house floor that “…striking out at six or eight or even ten different countries could well expand this war of which we wanted no part. Without defining the enemy there is no way to know our precise goal or to know when the war is over. Inadvertently more casual acceptance of civilian deaths as part of this war I'm certain will prolong the agony and increase the chances of even more American casualties. We must guard against this if at all possible.” I’m sorry to say that history has proven this to be true.

I am running for president to restore the rule of law and to stand up for our divinely inspired Constitution. I have never voted for legislation that is not specifically authorized by the Constitution. As president, I will never sign a piece of legislation, nor use the power of the executive, in a manner inconsistent with the limitations that the founders envisioned.

Many have given up on America as an exemplar for the world, as a model of freedom, self-government, and self-control. I have not. There is hope for America. I ask you to join me, and to be a part of it.

"Provisions of the 1911 Act

The 1911 Act prevented the Lords from vetoing any public legislation that originated in and had been approved by the Commons, and imposed a maximum legislative delay of one month for "money bills" (those dealing with taxation) and two years for other types of bill.[2] The Speaker was given the power to certify which bills are classified as money bills. If a money bill is not passed by the Lords without amendment within one month after it is received, the bill can be presented for Royal Assent without being passed by the Lords. For other public bills, the 1911 Act originally provided that a rejected bill would become law without the Lords' consent if it were passed by the Commons in three successive sessions, provided that two years elapsed between Second Reading of the bill and its final passing in the Commons."

David Lloyd George, o lider da "WWI" (e responsável por Versailles com Clemenceau, outro progressista, ambos manobraram Wilson à sua vontade) fornece a motivação, para poder passar impostos e introduzir as reformas sociais que Bismarck tinha já feito cerca de 20 anos antes (assim como o voto universal masculino). O Senado (2 senadores por Estado) era apontado por cada legislatura Estadual precisamente para constituir um orgão de check-and-balance da democracia directa, como já o era a própria "bill-of-rights" ("The Congress shall not ..."). Passando a ser eleito, passou a estar sujeito ao jogo democrático nacional, reduzindo o seu carácter de defesa dos "states rights". O FED foi criado em 1913. Dois eventos que conduziram à facilidade com que Wilson contra a sua própria plataforma eleitoral, Se meteu numa guerra de galos entre Impérios.

PS: Aliás, pessoalmente, o próprio Presidente devia ser eleito pelo colégio sim, mas os eleitores do colégio deviam também ser apontados por cada Estado e não por eleições "nacionais".

Follow the Gold (e o paradoxo do aumento da procura com o aumento do preço)

"Qatar gold reserves more than quadruple in Jan-Apr

DUBAI • Qatar Central Bank gold holdings more than quadrupled between January and the end of April, data on the central bank's website showed yesterday.

Qatar, which said last year it wanted to diversify its foreign exchange reserves away from the dollar, held 702.8m riyals ($193.1m) of gold at the end of April, compared with 158.1m riyals at the end of January. The central bank's total assets reached 21.1bn riyals at the end of April.

The current gold holdings are equal to about 9 tonnes of gold at current market prices.

The bank's gold holdings are up more than 15 times since April, 2006.

Qatar's Central Bank said last April it was buying euros as part of its diversification programme."

Já os Bancos Centrais "Ocidentais" não fazem outra coisa a não ser vender ouro. O Banco de Inglaterra vendeu a sua última tranche a 260Usd/onça (preço actual= 660 Usd/onça). Assim como o Canadá. O Banco de Portugal já vendeu cera de 40% das reservas desde 2000. Até a Suiça tem vendido Ouro.

De certa forma é uma operação de "re-privatização" (significado = vender bens roubados) de bens que tinham sido "nacionalizados" (significado = roubados) no início do século.

Além disso, a venda de ouro a médio prazo terá um efeito contrário ao esperado. Quanto mais ouro passar a ser detido por mais entidades/pessoas pelo mundo, mais ele readquire o seu verdadeiro valor monetário, passando cada vez mais a servir de refúgio contra o aumento da massa monetária das "moedas" estatistas.

O ouro conseguirá assim ter um comportamento paradoxal para economistas:

- à medida que o seu valor aumentar contra todas as moedas estatistas, ou seja, à medida que o seu preço aumentar... a procura aumentará ainda mais.

Essa é uma explicação para o facto das vendas pelos Bancos Centrais concidir com o inicio da tendência de subida da sua cotação (isto é, para além do simples facto de ser explicado pela inflacção monetária).

O Ouro será sempre a única verdadeira moeda (e única) mundial.

Democracia e Liberalismo

O Liberalismo deve atacar qualquer sistema social baseado na coerção institucional sobre os direitos naturais.

Quer por razões éticas, quer por razões utilitárias.

Incluindo a Democracia. Ou especialmente a Democracia.

O voto universal é uma forma de comunismo. O voto político universal confere um direito de coerção legal sobre o direito contratual e de propriedade de terceiros.

Quem acredita no voto universal (o menos mau dos sistemas") deve propor que no seu condomínio, as AG passem a ser de um-homem-um-voto para todos os residentes e trabalhadores do condomínio (seguranças, empregadas domésticas, os filhos, etc). Please do so. É o menos maus dos sistemas.

A única forma de protecção contra a inevitabilidade do colectivismo trazido pelo voto universal é o direito de secessão.

Os liberais tentam desenhar sistemas constitucionais que protejam o liberalismo mas no final é fútil. As constituições são "interpretadas" e mudam. Não existe protecção porque no final, todos os poderes emanam da soberania do voto universal.

O melhor que as Constituições podem introduzir como check-and-balance é que o processo de secessão esteja explicitamente previsto.

O problema é que no limite o princípio do voto universal conduz necessáriamente a que os circulos independentes (Estados) desapareçam a favor de alguma forma de Governo Mundial legitimado pela soberania do voto mundial.

Claro que na base do problema está o nosso o entendimento sobre o Direito. Ou existem direitos naturais ou tudo é referendável. E se assim é não existe verdadeiramente Direito.

O liberalismo sem direitos naturais não existe. But then again, com direitos naturais não pode existir democracia politica.

PS. a sociedade civil tem muitas formas de democracia civil contratuais e voluntárias, como as associações, as empresas, os condomínios.

PS2: A descentralização política-administrativa e orçamental ou se quisermos um federalismo interno (como contraposição ao federalismo internacional) é também o melhor dos caminhos constitucionais. O maior dos males do voto universal (= social democracia) é centralizar as decisões e o Direito impondo-as em todo o território e comunidades.

Manual para a tirania democrática

1) Cobrar impostos.

2) Distribuir subsídios, bens e serviços.

3) Manter uma boa parte (de preferência a maioria) da população votante directamente dependente dos impostos (Funcionários Públicos + Reformados + Outros Subsídios).

4) Tornar a família irrelevante dados os apoios aos filhos, jovens, aos idosos, ás mães solteiras, ao aborto, à irrelevância do próprio contrato de casamento: a existência passa a ser uma relação entre o indivíduo e o Estado.

5) A actividade económica ainda que privada é dirigida pelos incentivos positivos e negativos emanados, criando-se cada vez mais barreiras à entrada/saida, desculpa perfeita para os reguladores sectoriais "protegerem" o consumidor desenhando e forçando compulsóriamente uma situação artificial de concorrencia perfeita (uma contradição nos termos que só beneficia as empresas estabelecidas ou impede as realmente concorrenciais de crescerem).

6) Monopolizar e aumentar o poder para-legislativo das Ordens Profissionais.

7) Aos poucos, o que induz a custos do SNS é discretamente e crescentemente proibido e o que faz bem e evita esses custos incentivado. Não faltará muito para a alimentação e hábitos pessoais começarem a ser "induzidos" (mas sem dar esse aspecto).

E assim tudo é política, tudo é partidocracia. Os 3 poderes passam a funcionar em uníssono, o suposto contrapoder funciona apenas para disputar os lugares públicos e influências legislativas.

Como a taxa de natalidade é a grande ameaça à sobrevivência do sistema começam os subsídios a sério à natalidade. Depois será a preocupação com a criança (a sua alimentação, a sua educação) o que levará a esquemas de (já previstos em Inglaterra: base de dados sobre a sua alimentação) de colectivização.

Depois chegará o tempo que os mesmos progressistas pelo aborto mas que querem proibir fumar na propriedade dos outros, a bem do sistema e interesse nacional, vão proibir o aborto (reconhecendo claro está a medida como uma invasão mas um mal menor dado o bem comum em causa) e obrigar ao registo de todas as grávidas.

E assim, como todas as ironias do destino, o sinal que chegamos ao maravilhoso mundo novo será esse: o da proibição do aborto pela pior das razões.

A direita como sempre, morderá o isco. Aos outros, restará a secessão, mas por essa altura a mera pronunciação da palavra será prova de terrorismo e/ou problemas mentais. O sistema fornecerá todo o tratamento de reabilitação que fôr necessário.

Boas notícias porque parece ser o mais libertarian de todos os livros dada a crítica implícita ao governo, bilhetes de identidade, a exposição da perseguição ao homeschooling, etc, e não menos significativo o facto de a moeda corrente ser ouro e prata.

Pode ser que um dia as crianças quando crescerem se recusem a ser colectivizadas pela social-democracia.

"Useful Idiots" (a outra perspectiva)

"Lenin, a prolific author of Marxist newspaper articles and pamphlets, had been thrilled at the coming of the European war. He was convinced that it would bring chaos, the downfall of old empires - and opportunities for socialist revolution. (...) Lenine hoped his country to be defeated.

Notas: E assim foi, não só Lenine desejou a guerra (que permitiu a sua subida ao poder, tal como acabou por servir para outras revoluções: fascismo e nazismo) como aparece depois a oferecer a paz aos Russos (jogada fácil: Kerensky depois da queda do Czar apoiou a continuação da guerra, até porque Wilson ofereceu ajuda financeira para isso...pois...) .

Assim, embora o termo tenha sido usado para caracterizar o apoio de intelectuais ocidentais aos soviéticos e ainda por cima com a bandeira do pacifismo (bem longe do pacifismo honesto e consistente pré-"WWI", que a procurou evitar) a verdade é que não se conhece nenhuma expressão de Lenine com esse sentido, mas conhece-se sim o sentido estratégico de pretender uma Guerra como meio de descrédito das monarquias (a destruição moral espalhada por uma Guerra também torna as massas receptivas a cortes drásticos com a história, costumes e tradições) e alcançar a Revolução (claro que Wilson terá feito questão na queda do Kaiser e do Imperador Austro-Hungaro - sendo que este já tentavam iniciativas de paz, confirmadas por um apelo do Papa Bento XV que usou a expressão "suicidio do cristianismo").

PS: Será que podemos falar da revolução islâmica impulsionada pela "Guerra ao Terrorismo"? (Público: "
O partido no poder na Turquia, com origem no movimento islamista, obteve uma vitória esmagadora nas legislativas de hoje face à oposição pró-laica"")

PS2: Apesar de tudo ainda não terá a mesma gravidade, mas quem sabe com mais uma "libertação" do Irão, eleições no Paquistão e Egipto, e a queda das monarquias na Arábia Saudita e da federação onde está o Dubai/etc...assim tipo uma revolução islâmica alargada baralhando os Estados Nação na zona e... quem sabe ... le piece du resistance... um conflito com a China (coisa também profetizada e desejada textualmente "sooner rather than later" (é que "later" vão ser ainda mais capitalistas e mais fortes.."strong economy...strong military") pelos neo-cons.

PS3 É bom lembrar que os intelectuais neo-cons escreveram explicitamente sobre como era isso mesmo que desejavam, uma revolução democrática induzida via "nation bulding" no Iraque e Afeganistão. Por isso referenciam Woodrow Wilson como inspiração (tal como Roosevelt, que para conseguir aquilo que a sua "inspiração" não tinha conseguido com a Liga das Nações, concedeu tudo a Estaline por causa da ONU, e dizia repetidamente que o conseguia "manobrar" - claro que o seu conselheiro principal que o acompanhou toda a "WWII", provou-se, era simpatizante ou mesmo espião soviético, como uma parte da sua administração, ele próprio referia-se afectuosamente a "Uncle Joe").

* Both Hitler and Roosevelt also believed in massive injections of government spending in both the social-welfare sector and the military-industrial sector as a way to bring economic prosperity to their respective nations. As the famed economist John Kenneth Galbraith put it,

Hitler also anticipated modern economic policy ... by recognizing that a rapid approach to full employment was only possible if it was combined with wage and price controls. That a nation oppressed by economic fear would respond to Hitler as Americans did to F.D.R. is not surprising.

* One of Hitler’s proudest accomplishments was the construction of the national autobahn system, a massive socialist public-works project that ultimately became the model for the interstate highway system in the United States.

By the latter part of the 1930s, many Germans had the same perception about Hitler that many Americans had about Roosevelt. They honestly believed that Hitler was bringing Germany out of the Depression. For the first time since the Treaty of Versailles, the treaty that had ended World War I with humiliating terms for Germany, the German people were regaining a sense of pride in themselves and in their nation, and they were giving the credit to Hitler’s strong leadership in time of deep national crisis.

Toland points out in his Hitler biography that Germans weren’t the only ones who admired Hitler during the 1930s:

Churchill had once paid a grudging compliment to the Führer in a letter to the Times: “I have always said that I hoped if Great Britain were beaten in a war we should find a Hitler who would lead us back to our rightful place among nations.”

* after Kristallnacht, which occurred in November 1938, at a White House press conference, a reporter asked Roosevelt, “Would you recommend a relaxation of our immigration restrictions so that the Jewish refugees could be received in this country?” The president replied, “This is not in contemplation. We have the quota system.”

* Let’s also not forget the infamous 1939 (i.e., after Kristallnacht) “voyage of the damned,” in which U.S. officials refused to permit German Jews to disembark at Miami Harbor from the German ship the SS St. Louis, knowing that they would be returned to Hitler’s clutches in Nazi Germany.

(...) Even after the outbreak of the war, when the severity of the Nazi threat to Jews skyrocketed, the constantly shifting maze of U.S. immigration rules and regulations prevented Anne Frank and her family, along with lots of other Jewish families, from immigrating to the United States.

* Hitler’s war on terrorism: "One of the most searing events in German history occurred soon after Hitler took office. On February 27, 1933, in what easily could be termed the 9/11 terrorist attack of that time, German terrorists fire-bombed the German parliament building. It shouldn’t surprise anyone that Adolf Hitler, one of the strongest political leaders in history, would declare war on terrorism and ask the German parliament (the Reichstag) to give him temporary emergency powers to fight the terrorists. Passionately claiming that such powers were necessary to protect the freedom and well-being of the German people, Hitler persuaded the German legislators to give him the emergency powers he needed to confront the terrorist crisis. What became known as the Enabling Act allowed Hitler to suspend civil liberties “temporarily,” that is, until the crisis had passed. Not surprisingly, however, the threat of terrorism never subsided and Hitler’s “temporary” emergency powers, which were periodically renewed by the Reichstag, were still in effect when he took his own life some 12 years later."

* Ever since the chaos of World War I had given rise to the Russian Revolution, Germany faced the distinct possibility of being taken over by the communists (a threat that materialized into reality for East Germans at the end of World War II). It was a threat that Hitler, like later American presidents, used as a justification for ever-increasing spending on the military-industrial complex. The ever-present danger of Soviet communism led many Germans to gravitate to the support of their government, just as it later moved many Americans to support big government and a strong military-industrial complex in their country throughout the Cold War.

* Also, keep in mind that under the Nazi system Hitler had the sole prerogative of deciding whether to send the nation into war. While he might consult with the Reichstag or advise it of his plans, he did not need its consent to declare and wage war against another nation. He – and he alone – had the power to decide whether to go to war. Therefore, given that Hitler was not required to secure a declaration of war from the Reichstag before going to war against Poland, there was no real way to test whether his claims of a Polish attack were in fact true.

After the German “counterattack” against Poland, England and France declared war on Germany. (Oddly, neither country declared war on the Soviet Union, which also invaded Poland soon after Germany did.) Thus, in the minds of the German people, England and France were coming to the aid of the aggressor – Poland – necessitating Germany’s defending itself against all three nations.

* Loyalty and obeying orders:

Hermann Goering, founder of the Gestapo, explained the strategy:

"Why, of course, the people don’t want war.... Why would some poor slob on a farm want to risk his life in a war when the best that he can get out of it is to come back to his farm in one piece? Naturally, the common people don’t want war; neither in Russia nor in England nor in America, nor for that matter in Germany. That is understood. But, after all, it is the leaders of the country who determine the policy and it is always a simple matter to drag the people along, whether it is a democracy or a fascist dictatorship or a Parliament or a Communist dictatorship.... Voice or no voice, the people can always be brought to the bidding of the leaders. That is easy. All you have to do is tell them they are being attacked, and denounce the pacifists for lack of patriotism and exposing the country to danger. It works the same in any country. "

* How was the average German supposed to know about what was going on inside the death camps? (...) After all, what government is going to permit its citizens to know its most secret operations, especially during times of war? Not even the U.S. government does that.

For example, what do you think would happen if an American citizen today discovered the location of one of the CIA’s secret overseas detention facilities and then knocked on the front door, saying, “I’ve heard rumors that you are torturing people here. I would like to come in and inspect the premises to see whether those rumors are true.”

Does anyone honestly think that the CIA would let the person inside those supersecret facilities? Now, imagine a situation in which the United States is fighting a major war for its survival against, say, China on one side, and an alliance of Middle East countries on the other. Suppose also that the United States is almost certain to lose the war and that foreign troops are slowly but surely closing in on the U.S. president and his cabinet. What are the chances that the CIA would permit an American citizen to inspect the insides of its prisoner facilities under those circumstances? Indeed, what are the chances that any American is going to make such a demand under those circumstances?

* In one of their leaflets, the members of the White Rose wrote, “We are your bad conscience.” They were asking Germans to rise above the old, degenerate concept of patriotism that entailed blindly supporting one’s government in time of war. They were asking German soldiers to rise above the old, degenerate concept of blind obedience to orders. They were asking Germans to confront openly the rumors of what German officials were doing to the Jews in the concentration camps. They were asking German citizens, both civilian and military, to make an independent judgment on both the Hitler regime and the war, to judge both the government and the war as immoral and illegitimate, and to take the necessary steps to put a stop to both.

They were asking Germans to embrace a different and higher concept of patriotism – one that involves a devotion to a set of moral principles and values rather than blind allegiance to one’s government in time of war.

Suponho que os chineses devem assistir com curiosidade à veleidade de colocar o exército no meio das areias do médio oriente e afeganistão e a opção iraniana. Isso e aparente aceitação da doutrina invasões/ocupações por questões de segurança objectivamente menores e situadas no outro lado do planeta. Assim como a de colocar bases da NATO nos seus quintais. Os chineses, tal como os Russos, façam o que fizerem, têm já como evocáveis todos os precedentes abertos. Seja em Taiwain, na Coreia ou qualquer Estado com fronteira adjacente. Os neo-cons ainda vão ter muita matéria com que tentar o fim definitivo do "Ocidente" (já depois do capitalismo ser adoptado por todos) com o argumento que o estão a salvar, tal com Churchill conseguiu definitivamente o fim do seu Império na sua defesa.

"In a Ron Paul administration"

" ...to abolish the personal income tax and the IRS. They are not compatible with a free society.

Segurança Social: O pesadelo

Parece-me incrível que os autores do estudo consigam manter o optimismo.

"Subir contribuições ou IVA

O "financiamento suplementar" exigido para a criação desse segundo pilar público poderia - de acordo com os economistas - passar pela obrigação de os beneficiários activos com idades entre os 35 e os 64 anos contribuírem com mais dez por cento das suas remunerações brutas. Em alternativa poderia ser elevado o IVA dos actuais 21 por cento para 25 por cento. Contudo, "especialmente atraente" para os dois economistas é a hipótese de aumentar o IVA para valores próximos mas inferiores a 25 por cento e introduzir impostos ambientais."

Ou seja, aparentemente nenhum problema:

É apenas cobrar mais 10% dos salários brutos (o que dará pelo menos uns 20% do actual salário líquido) ou então aumentar o IVA para 25%.

Repare-se que já hoje, se a segurança social fosse eliminada os salários líquidos subiriam cerca de 50%! Gostaria de saber quantas pessoas abdicariam livremente da segurança social para receber esses 50% adicionais imediatamente.

"Abdicamos" assim desse aumento de cerca de 50% do salário líquido para beneficiarmos (em parte) de um serviço de poupança compulsória (e subsídio de desemprego e alguns outros menores).

E noto que a preferência é para fazer mesmo o pior em termos de subversão de racionalidade:

O sistema de reformas é um serviço prestado (pago hoje para receber amanhã), não pretende ser um esquema de redistribuição. Será sim um esquema (mal montado e enganoso) compulsório de poupança. Não faz sentido que tal serviço seja financiado fora dessa racionalidade.

Só faz sentido fazê-lo quando estamos perante um esquema redistribuitivo subsidiário. Não a prestação de um serviço de poupança universal.

É preciso enfrentar o problema e isso só passa pela adopção de uma fórmula de cálculo de pensões de déficit zero. O que em si obrigaria a todos a repensar o pesadelo em que estão metidos.

E a luz ao fundo do túnel seria o Estado assumir um papel subsidiário de trasferência de rendimentos, não de impôr um serviço compulsório e universal de poupança (mesmo que fosse baseado em "contas privadas").

Imigração e Islão

Os problemas levantados pela livre (mesmo que por omissão ou inacção) imigração existem independentemente dos fluxos concreto.

Se o número de comunidades chinesesas na Europa fosse semelhante ao das muçulmanas falariamos num problema chinês (com facetas diferentes, como a sua capacidade em rápidamente ganharem influência económica).

Ter em conta que:

- a imigração (vista como livre circulação de mão de obra) tende a ser económicamente vantajosa para todos

- a imigração, na ausência de incentivos de Estado Social, tende a corresponder ainda mais a situações percepcionadas (e o parecer será tão importante como o ser) como vantajosas para todos

- a imigração tende a ser minimizada num ambiente de livre comércio entre países e também quanto mais livre fôr a economia desses países

"Segurança Social - Estudo considera inevitável nova mudança de pensões"

... Lá vamos nós outra vez.

Acho que fica provada a validade da proposta já aqui feita repetidamente, na qual a fórmula de cálculo das pensões adequaria automáticamente a despesa à receita em cada orçamento, distribuindo a receita de forma proporcional ao peso das contribuições passadas no total de actuais pensionistas (mesmo que tendo em conta um valor máximo proporcional e um valor mínimo absoluto).

Orçamento da Segurança Social equilibrado por definição.

É o que acabam por fazer repetidamente. Pelo menos os economistas deviam expô-lo com clareza.

Mas percebe-se que:

- O que querem esconder é a total dependência dos pensionistas e uma determinada receita presente e à vontade dos actuais contribuintes em gerar essa receita

- a capacidade dos actuais contribuintes em modificar essa receita

- a percepção pelos actuais contribuintes da fragilidade de vir a depender de uma receita futura e da vontade democrática de quem contribuirá nesse futuro.

No fundo um sistema que depende da força democrática das duas vontades: actuais pensionistas votantes versus actuais contribuintes votantes.

O problema é ser "crime"

Religião e política, a noção de moral e crime

Existem muitos textos de Rothbard com este tipo de análise, fica aqui mais um.

"Other moral theories attempt to apply the law — the engine of socially legitimated violence — to compelling obedience to various norms of behavior; in contrast, libertarian moral theory asserts the immorality and injustice of interfering with any man's (or rather, any non-criminal man's) right to run his own life and property without interference. For the natural rights libertarian, then, his cognitive theory of justice is a great bulwark against the State's eternal invasion of rights — in contrast to other moral theories which attempt to employ the State to combat immorality.(...)

[Adenda - faltava este parágrafo para dar sentido] What Kleppner and others have shown is that the political ideas of Americans can be reduced, with almost remarkable precision, back to their religious attitudes and beliefs. In particular, their political and economic views depend on the degree to which they conform to the two basic poles of Christian belief: pietistic, or liturgical (although the latter might be amended to liturgical plus doctrinal.) Pietistic, by the 19th century, meant all groups of Protestants except Episcopalian, High Church Lutheran, and orthodox Calvinist; liturgical meant the latter plus Roman Catholic. (And "pietistic" attitudes, often included deist and atheist.)

Briefly, the pietist tends to hold that to be truly religious, a person must experience an emotional conversion; the convert, in what has been called "the baptism of the Holy Spirit", has a direct relationship to God or to Jesus. The liturgical, on the other hand, is interested in either doctrinal belief or the following of prescribed church ritual as the key to salvation.

Now, it might seem as if the pietistic emphasis on the individual might lead to a political individualism, to the belief that the State may not interfere in each individual's moral choices and actions. In 17th century pietism, it often meant just that. But by the 19th century, unfortunately, such was not the case. Most pietists took the following view: Since we can't gauge an individual's morality by his following rituals or even by his professed adherence to creed, we must watch his actions and see if he is really moral.

From there the pietists concluded that it was everyone's moral duty to his own salvation to see to it that his fellow men as well as himself are kept out of temptation's path. That is, it was supposed to be the State's business to enforce compulsory morality, to create the proper moral climate for maximizing salvation. In short, instead of an individualist, the pietist now tended to become a pest, a busybody, a moral watchdog for his fellow-man, and a compulsory moralist using the State to outlaw "vice" as well as crime.

The liturgicals, on the other hand, took the view that morality and salvation were to be achieved by following the creed and the rituals of their church. The experts on those church beliefs and practices were, of course, not the State but the priests or bishops of the church (or, in the case of the few orthodox Calvinists, the ministers.) The liturgicals, secure in their church teachings and practices, simply wanted to be left alone to follow the counsel of their priests; they were not interested in pestering or forcing their fellow human beings into being saved. And they believed profoundly that morality was not the business of the State, but only of their own church mentors

From the 1850s to the 1890s the Republican party was almost exclusively the pietist party, known commonly as the "party of great moral ideas"; the Democratic party, on the other hand, was almost exclusively the liturgical party, and was known widely as the "party of personal liberty."

"The tossing aside of moral rights was a long and disastrous detour in political philosophy…"
Specifically, after the Civil War there were three interconnected local struggles that kept reappearing throughout America; in each case, the Republicans and Democrats played out this contrasting role. These were: the attempt by pietist groups (almost always Republican) to enforce prohibition; the attempt by the same groups to enforce Sunday blue laws; and the attempt by the selfsame pietists to enforce compulsory attendance in the public schools, in order to use these schools to "Christianize" the Catholics."

Segurança Social como Guerra de Gerações (e como acabar com ela)

Negócios.pt: "Aumentar a idade da reforma rouba emprego aos mais jovens"

Em vez de:

… serem as pessoas mais idosas com a poupança acumulada a ajudar os filhos/netos

São:

… Os mais jovens em idade de investimentos iniciais pesados (casa, carro, filhos) a suportarem os mais idosos (via transferência de rendimentos pela taxa da segurança social, abdicando de um aumento de cerca de 50% do seu rendimento líquido).

Oferece alguma dúvida da contribuição deste sistema para a baixa taxa de natalidade (a qual agrava cada vez mais o problema), quando esta sempre funcionou como uma espécie de seguro para a velhice (mais filhos, maior probabilidade de receber ajuda na velhice)?

E ainda que as relações familiares fiquem quebradas porque depois quer os jovens quer os idosos passam a depender das "políticas sociais" do Estado perdendo-se os vínculos naturais de ajuda mútua passando todos a dependentes de "políticas sociais " (ajuda aos jovens porque o seu rendimento é fortemente diminuído via taxas da segurança social, ajudas aos idosos cujas pensões têm de ser diminuídas… todos precisam de ajuda … o cenário perfeito para o complexo regime-partidocrata-estado-social).

Para suportar o sistema é necessário:

- aumentar a receita via taxa da segurança social (contra o qual já abdicam de um aumento de 50% do seu salário líquido)
- aumento da idade de reforma

e/ou

- diminuição da pensão via fórmula de cálculo
- diminuição dos anos com rendimento suportado por transferência (sem trabalho ou poupança)

Por isso era bem mais transparente que a fórmula de cálculo obrigasse a um equilíbrio do sistema (déficit zero).

Em cada orçamento, a receita da segurança social relativa a pensões seria simplesmente distribuída tendo em conta a contribuição proporcional passada de cada pensionista (com um tecto máximo proporcional às contribuições e um valor mínimo absoluto).

Depois de instituído, o tecto máximo objectivo poderia ser gradualmente diminuído permitindo a baixa gradual da taxa de segurança social (e aumento do rendimento líquido da população activa) até que o sistema tivesse um carácter subsidiário.


Só assim se restabelece o incentivo ao aumento da taxa de natalidade e uma verdadeira solidariedade entre gerações.

Mas ... porque é que saberemos que o problema da taxa de natalidade vai ser "combatido" com ainda mais e novas políticas de apoio (subsídios) social?

Ocidente II

Quando se conquistam todos os "direitos" positivos ... a população deseja simplesmente desaparecer... (e as pensões de reforma também) ...

"O ano passado acentuou de forma significativa a tendência de quebra da natalidade e da fecundidade. Nasceram muito menos crianças e o número médio de filhos por mulher portuguesa em idade fértil caiu de 1,41 para 1,36 - um valor de que não há registo... A tendência de quebra da natalidade, que se verifica um pouco por toda a Europa, vai agravar o desequilíbrio entre população activa e não activa"

PS: Um dia ainda vou assistir à proibição do aborto por argumentos utilitários como a taxa de natalidade pôr em causa a segurança social...e quem sabe, o Estado chamar a si uma vigilância extrema de todos os aspectos da gravidez, natalidade e educação infantil (e até alimentação). A minha previsão é um dia passar a ser obrigatório o registo formal das grávidas. Admirável Mundo Novo. Infinitamente democrático.

Ocidente

Existem tantos defensores do "Ocidente" cujo único caminho que parecem conhecer é o de se dedicarem a "war games" e esquecer que na verdade as duas guerras mundiais foram (em boa verdade) as "más guerras" e não as "boas guerras" (essas sim foram as que as precederam, pequenos conflitos resolvidos rápidamente e com verdadeiros tratados) e que são a exaustão moral e material que saiem destas que fazem desaparecer as grandes civilizações da história...que nos esquecemos que existem outros caminhos:

PS. Talvez a Catequese pudesse servir também para despertar interesse pelo conhecimento de noções básicas de Latim e um pouco do enquadramento da história clássica e do Cristianismo.

"Conflitos até 500 euros passam para centros de arbitragem"

Negocios.pt: "Os processos que envolvam a determinação do montante de imposto a pagar por um contribuinte, ou dos respectivos juros de mora ou compensatórios, vão sair dos tribunais administrativos e fiscais para passarem a ser dirimidos através de métodos alternativos de resolução de litígios. O limite é que os valores em causa não excedam os 500 euros."

Estado e (formas de) Governo

É uma confusão habitual nos debates sobre a natureza do Estado.

Estado é um monopólio territorial do uso da violência (o que conduz ao monopólio sobre o Direito).

Governo são todas as formas de regulação de uma sociedade complexa. Existem formas de Governo impostas por um Estado mas também outras espontâneas e não compulsórias.

O Estado como monopólio imposto (e não natural) dificilmente poderá ser classificado como instituição espontânea.

Seria de rir que olhando para a história e formação dos Estados pudessemos conceber que os Estados surgiram de forma "espontânea" para servir de forma contratual as populações. Se isso é espontâneo, também Estaline e em especial Hitler foi "espontâneo".

Pelo contrário, um monopólio territorial da violência impõe-se servindo-se de todas as formas de violência interna e externa para eliminar qualquer tipo de concorrência até atingir um estado de equilíbrio mínimo, onde uma qualquer forma de autoridade alcançou a capacidade de esmagar oponentes (daí os "crimes contra o Estado" serem os mais sancionados) - mas esmagar não é "Direito".

Por isso as guerras e as revoluções. São disputas sobre esse monopólio.

Rumores de OPA

A melhor forma de desvalorizar os rumores é estes serem livres e sem ónus.

 O direito e os reguladores não têm nada que passar Certificados sobre informação que circula por meios formais e informais.

A própria razão de ser de um mercado é o de confrontar informação assimétrica e não simultâneamente acessível a todos, mas onde o comportamento dos preços dissemina pistas de forma perfeitamente simultânea.

Quase um século atrás

"(...) In February 1914, Mr. Wilson thought that the Mexicans would be much happier if, politically, they imitated the United States, which inturn had imitated France.71

This worried Sir Edward Grey, the British Foreign Minister. Between him and American Ambassador Walter Hines Page, a curious dialogue developed.

The theme was Mexican reluctance to adopt a full-fledged democracy, which theUnited States, after all, had fostered and abetted in Mexico even before they had supported Benito Juarez, the murderer of Emperor Maximilian.72

The exchange of opinions went as follows:

Grey: Suppose you have to intervene, what then?
Page: Make ’em vote and live by their decisions.
Grey: But suppose they will not so live?

Page: We’ll go in again and make ’em vote again.
Grey: And keep this up for 200 years?
Page: Yes. The United States will be here for 200 year sand it can continue to shoot them for that little space till they learn to vote and rule themselves.73

Custos e Proveitos

Começam por nacionalizar a Saúde financiando-a com impostos.

De repente descobrem que as escolhas individuais têm custos colectivos.

Mas isso é verdade para uma boa parte das doenças. 

Escolhas sobre a alimentação, sobre a prática de desporto, sobre a quantidade de copos, sobre as horas de sono, a práticas de risco, etc.

Antevejo muito proibicionismo por causa dos custos do SNS.

Mas a lição a tirar é que começamos por ser generosos para que a saúde seja pública a acabamos em puritanos totalitários.

Sempre as boas causas, sempre as boas causas, sejam internas ou externas, sempre o caminho seguro para o inferno.
