"Provisions of the 1911 Act

The 1911 Act prevented the Lords from vetoing any public legislation that originated in and had been approved by the Commons, and imposed a maximum legislative delay of one month for "money bills" (those dealing with taxation) and two years for other types of bill.[2] The Speaker was given the power to certify which bills are classified as money bills. If a money bill is not passed by the Lords without amendment within one month after it is received, the bill can be presented for Royal Assent without being passed by the Lords. For other public bills, the 1911 Act originally provided that a rejected bill would become law without the Lords' consent if it were passed by the Commons in three successive sessions, provided that two years elapsed between Second Reading of the bill and its final passing in the Commons."

David Lloyd George, o lider da "WWI" (e responsável por Versailles com Clemenceau, outro progressista, ambos manobraram Wilson à sua vontade) fornece a motivação, para poder passar impostos e introduzir as reformas sociais que Bismarck tinha já feito cerca de 20 anos antes (assim como o voto universal masculino). Bismarck é assim o profeta dos tempos modernos: o federalismo, o voto universal, o estado social. A Grande Guerra veio apenas fornecer os mecanismos totalitários do "War Socialism" que passou a "Peace Socialism" em todos os países. A Grande Guerra é assim uma Guerra democrática, a guerra das alianças. A coisa continua ainda hoje (isto é, ninguém explica como é que de aliança em aliança não iremos cair novamente na armadilha mortal: transformar um qualquer conflito menor num guerra maior).
