Leaked report points to Saddam WMD bluff

The American leading the search for Iraq's weapons of mass destruction believes that Saddam Hussein may have been bluffing to deter a US-led invasion, according to leaks from his long-awaited report.
David Kay, the civilian head of the 1,200-strong Survey Group, will make this claim in his testimony to Congress today as he reports on the six-month search for WMD since the fall of Saddam.
