Guerra: uma responsabilidade do ramo legislativo

Académicos juristas, incluindo Richard Epstein escrevem sobre quem tem - ou devia ter - a responsabilidade de iniciar e até gerir (ainda que não faça o "micro-management") uma Guerra.

A citação de James Madison é preciosa:
